PSI seeks a Senior Technical Advisor I, MOMENTUM Private Healthcare Delivery Project (MPHD) for the MPHD global project to support the delivery of a portfolio of catalytic interventions undertaken to improve family planning service delivery in the private sector in USAID Office of Population and Reproductive Health (PRH) priority countries. MPHD is three years into delivery and will be implemented until at least June 2026; this is a great opportunity to join an established and friendly team and build on foundations already laid and accelerate delivery of several exciting initiatives.

This role includes leading or managing the implementation of several technical activities in line with MPHD’s conceptual framework and priorities as well as PSI and global best practices. This post may supervise personnel or consultants and will contribute to MPHD’s thought leadership objectives. that will Lead the implementation and design of technical activities of a project(s) in country(s) that are leading-edge and/or being implemented in a more complex operating environment. The Senior Technical Advisor I will engage with internal and external stakeholders to ensure project deliverables are achieved. This role will contribute to internal and external thought leadership in their relevant field(s).

Salary Range:

$108,000 (MINIMUM) - $135,000 (MID-POINT) - $162,000 (MAXIMUM)

Actual base salary compensation will be determined by factors such as a candidate’s qualifications, experience, internal equity, external market analysis, and other business factors permitted by law. Your contributions

  • Technical implementation: Lead and contribute to the development and implementation of the project’s selected technical activities and strategy, including analyzing evidence to develop and introduce innovative technical approaches in complex operating environments. Ensure activities are conceptualized and planned in accordance with USAID PRH use of core funds guidance. Develop and manage milestones and deliverables. Ensure project(s) technical workplans are completed on time and, on budget, and in accordance with PSI quality standards. 30% of Time
  • People management: May provide technical assistance and/or training to build the capacity of project staff. May manage other technical advisors and/or consultants. 20% of Time
  • Technical product delivery: Develop high quality and compelling content for publications including technically focused blogs, technical reports, case studies, and manuscripts as outlined under project deliverables. Oversee and contribute to reporting on program activities, including synthesis of key learnings and dissemination of best practices. Provide technical review for activity deliverables. Ensure timely project technical report inputs for project-wide reports for management and donors' decision-making process. 25% of Time
  • Representation: Manage MPHD’s presence at assigned technical working groups, and at technical conferences, workshops, and policy-oriented forums. Engage with external partners, other departments, and country programs as a subject matter expert. Develop and maintain relationships with external partner organizations and donors, though representation of the project(s), demonstrating technical expertise, capacity, and experience in the technical area. 15% of Time
  • Contribute content to the Contraceptive & Method Choice Working Group. Interface with USAID on technical subjects within FP/RH. Participate in technical conversations and meetings convened by USAID and, occasionally, other donors.
  • Knowledge management: Utilize evidence-based tools and innovation to improve project(s) performance and reputation in a specific technical area. Collaborate with Monitoring and Evaluation team to establish monitoring and evaluation frameworks to track project progress, KPIs and impact measurements. Provide inputs to the project’s program management team for the development of budgets and budget realignments by project’s program management team. 10% of Time
  • Collaborate with MPHD’s Senior Learning & Communications Advisor to capture and disseminate technical results and learnings from MPHD in accordance with MPHD’s Learning Agenda.
  • Provide insights into how MPHD’s technical contributions can be most impactful in the global family planning arena, this may include identifying where MPHD contributions can fill evidence gaps and/or build on the work of other USAID projects.

What are we looking for?

  • Master’s Degree (or international equivalent) in a related field (e.g., MPH, MSc, MPP, MPA, MBA)
  • At least 10 years of related experience. An equivalent combination of related education and experience may be substituted.
  • Demonstrated expertise in relevant technical area (private sector family planning service delivery, ideally with experience in health financing and/or market development).
  • Proven experience producing high quality technical knowledge products on projects funded by USAID’s Office of Population and Reproductive Health; additional experience publishing in peer reviewed journals preferred.
  • Ability to contribute to the internal and external body of evidence in relevant technical area.
  • Ability to provide technical assistance to MPHD programs in PSI network countries (primarily remote with some in-person visits) internally and externally.
  • Ability to share knowledge internally and externally with communities of practice; represent the project(s) externally.
  • Ability to distill complex technical concepts into strategic goals, objectives, and approaches; demonstrate strategic decision-making.
  • Ability to solve problems with creativity and analyze complex issues using in-depth evaluation of variable factors.
  • Ability to design solutions to complex technical challenges.
  • Ability to operate as a self-starter with minimal supervision and considerable latitude for independent judgement to achieve desired outcomes.
  • Ability to manage the execution of complex technical projects or initiatives.
  • Ability to work with teams of technical advisors to achieve technical objectives.
  • Demonstrated flexibility and adaptability.
  • Demonstrated emotional intelligence and ability to collaborate with colleagues, both independently and as a part of a team.
  • Proficiency in Microsoft 365. Familiarity with a quantitative or qualitative data analysis program preferred.
  • Exceptional interpersonal and communication skills, both verbal and written. Proficiency in English is required and proficiency in French is preferred.
