SUMMARY OF DUTIES:

The Systems Engineering Asset Management System team supports Infrastructure Maintenance and Construction Services (IMCS) and Amtrak’s Engineering disciplines—Track, Communications & Signals (C&S), Bridges & Buildings (Structures), Electric Traction (ET), and Maintenance of Way (MoW) Equipment—by guiding the development and implementation of Amtrak’s Enterprise Asset Management (EAM) system in support of asset management strategies to deliver solutions that reduce asset downtime, extend equipment life, and optimize system performance to reduce the overall cost of asset management. The Systems Engineering Asset Management Systems team establishes robust partnerships with the IMCS Division Maintenance and Production and the Engineering disciplines (Track, Communications & Signals, Electric Traction, Bridges & Buildings, Equipment & Facilities) to guide development of Amtrak’s asset management system and drive an industry-leasing asset management practice.

The Lead EAM Functional Analyst (B&B) is responsible for interacting with various levels of the business including B&B Department leadership, field personnel, subject matter experts, the Legal department, IT personnel, and external business partners to ensure successful execution and support for work and asset management applications. The Lead EAM Functional Analyst (B&B) represents the interests of the B&B Department to the project teams (both within IMCS and external departments) responsible for developing and implementing Amtrak’s asset management systems. The Lead EAM Functional Analyst (B&B) works to identify areas where enhancements to systems, processes, and procedures will increase operational efficiency and mature the asset management practices of the B&B Department. The Lead EAM Functional Analyst (B&B) drives end user adoption of asset management systems, resolves post-implementation issues and problems, and delivers training for the B&B Department.

ESSENTIAL FUNCTIONS:

The Lead EAM Functional Analyst (B&B) facilitates implementation of Amtrak’s asset management system, Maximo, and asset management principles for the B&B discipline, managing a detailed project plan, instilling change management practices, identifying risks, and driving the completion of key deliverables. Responsibilities and tasks include:

  • Assist in the development, implementation, and administration of quality systems processes and quality assurance practices and policies for the B&B discipline.
  • Perform quality control for data entered into Maximo for inspections and tests, corrective maintenance, incident and failure reporting, and labor reporting (cost against work orders).
  • Ensure compliance with FRA-mandated inspections and labor reporting.
  • Thoroughly understand B&B business processes and work practices to:
  • Identify areas where business process changes are required to leverage Maximo standard functionality.
  • Coordinate with the EAM implementation team to ensure that solutions delivered provide data needed for B&B management to make informed decisions related to condition, performance, and life of the asset as well as repair versus replace and capital planning.
  • Function as the B&B subject matter expert on inspections and tests processes in Maximo for one or more technical disciplines. Develop an understanding of the assets which need to be inspected, the frequency of those inspections, and any configuration changes which will result in updates to the inspection.
  • Interface with the GIS team to ensure accurate asset attribute and configuration information is loaded to Maximo in a timely fashion. Continuously assess the B&B discipline’s asset information to identify where new assets should be added and/or new attribute information collected to support the B&B Department’s asset management strategy.
  • Develop a professional rapport and continuously communicate with all levels of the B&B Department to gauge satisfaction with the asset management tools, systems, processes, and functionality delivered to assess further training needs, understand where strong change management efforts are required, and identify opportunities for improvement.
  • Perform routine field visits to interact with B&B employees and learn first-hand how they use Maximo to support their business processes and to proactively address software use or efficiency issues.
  • Interface with the B&B Department’s Maximo users on all new functionality, process changes, support, and training needs.
  • Drive implementation of asset management projects in the B&B Department as requested by IMCS leadership to advance the asset management vision and program.
  • Collaborate with other Amtrak departments including IT, Data Analytics, and Industrial Engineering as well as outside contractors and consultants to promote improved processes and data quality.

MINIMUM QUALIFICATIONS:

  • Bachelor’s degree in Engineering, Business Administration, Technology Management, or a related field with a minimum of 6 years’ experience in Operations, Business, or related field.
  • In lieu of education, a minimum of 10 years of relevant work experience, or equivalent combination of education, training, and work experience.
  • Minimum 3 years working with Maximo Enterprise Asset Management System.
  • Application systems deployment experience in a field environment.

MIMINUM KSA (Knowledge, Skills, and Abilities):

  • Solid ability to collect, summarize and analyze financial and operational information.
  • Demonstrated work experience in railroad engineering management systems (or related field).
  • Proven experience with asset work management processes, including inspections, for bridges and buildings.
  • Demonstrated ability to build rapport within all levels of the organization and to communicate effectively with Department heads.
  • Ability to communicate complex concepts at all levels.
  • Working knowledge of asset, work, and maintenance management best practices and processes.
  • Demonstrated ability lead and manage organizational change.
  • Demonstrated ability to apply strong analytical skills.
  • Work with minimal supervision.

PREFERRED QUALIFICATIONS:

  • Master of Science Degree in Engineering, Business Administration, Technology Management, or related field with a minimum of 8 years’ experience.
  • In lieu of education, a minimum of 12 years of relevant work experience, or equivalent combination of education, training, and work experience.
  • Understanding of Maximo, asset and work management system, organizational and business processes.
  • Field experience in railroad maintenance, inspection, testing, or construction in one or more technical disciplines.
  • Proficient with SQL.
  • Working knowledge of ISO 55000, PAS 55, or other Asset Management standards.
  • Related workforce management experience.
  • Working knowledge of GPS/Geospatial Systems.

WORK ENVIRONMENT:

  • Office and field work environment.
  • Travel 25 – 50%. 
  • Travel to other Amtrak office and right-of-way sites that are not accessible by train travel will be required.

COMMUNICATIONS AND INTERPERSONAL SKILLS:

Must have excellent oral and written communication skills.

The salary/hourly range is $94,300 - $122,256. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
