SNV’s WASH program aims to accelerate progress in water, sanitation and hygiene by strengthening capacity of provincial and district level local governments, private sector actors and other local stakeholders for more efficient and effective service delivery in climate resilient water, sanitation and hygiene. The activities of the team are focused on strengthening decentralized climate resilient WASH systems with an emphasis on climate change adaptation, gender, disability, social inclusion and safely managed water, sanitation and hygiene services.

Job Description

Under the direction of the lead consultant, the facilitator will be responsible for carrying out activities in target districts, inlcuding

  • Leading in-field development of water safety plans in collaboration with district government partners and community leadership
  • Oversight and lead quality implementation of water point mapping and water quality testing procedures
  • Delivering capacity building initiatives, behaviour change communication activities and training on climate resilient and inclusive WASH topics in target communities.

Phase 1 – Preparation (5 days)

  • Support the delivery of training to government partners on water safety planning and resilient,safely managed sanitaiton

Phase 2 – Implementation (80 Days)

  • In-field data collection and technical guidance to government partners to ensure data quality management for water safety plan inputs (inlcuding water quality testing and mapping) for 15 water safety plans
  • Oversee and facilitate community dialogue and processes for participatory water safety plan development
  • Delivery of resilient, safely managed sanitation training in 15 communities

Phase 3 – Reporting (15 Days)

  • Completion of 15 Water Safety Plan Summary reports

Qualifications

  • Minimum of Masters degree in a relevant discipline
  • At least five (5) years of experience in providing capacity building services and implementing community water development programs
  • Experience using mobile based applciations to collect data in the field
  • Experience working with government partners at the sub-national level
  • Demonstrated experience and understanding of GEDSI
  • Experience working within the WASH development sector and a strong understanding of the sector challenges, trends and outlook is essential
  • A strong command of written and spoken English is highly desirable

Additional Information

The Water Safety Plan Facilitators will report directly to the Water Safety Plan Lead Consultant.

They will be supported by other program facilitators, adviosrs and the program coordinator to ensure high quality project implementation, high standards of project reporting and achievement of target program goals.

They will be responsible for supporting government partners to ensure high quality data collection and planning processes.

This consultancy is for a period of 100 days over the period of April – October 2024.
