Project Description: The Transforming the Assessment and Inspection of Food Businesses in Egypt (TAIB) project is a seven-year $10M project funded by the United States Department of Agriculture (USDA) that will expand domestic and international trade of Egyptian food products by supporting the establishment and scale-out of a new government entity, the National Food Safety Authority (NFSA). TAIB will provide technical and financial support to NFSA that is responsive to the evolving needs of the nascent regulatory authority. Assistance will be aimed at harmonizing Egyptian food law and regulations with international standards, implementing robust inspection systems, managing outbreaks, conducting science-based risk assessments, monitoring Egyptian food safety systems, and reducing foodborne illness.

Purpose and Objectives of the Assignment: At the request of NFSA's Chairman, TAIB is providing support to NFSA in modernizing their slaughterhouses regulatory system. This includes enhancing the technical capacities of NFSA's inspectors in the areas of slaughterhouses' hygiene and technical requirements. In light of this, TAIB is currently seeking to hire a consultant(s) or consultation firm to design and deliver a comprehensive training program for the slaughterhouses control department at NFSA.

The training program should cover the following key topics:

  • Abattoir GMPs & GHPs programs
  • Food Safety Technical requirements for livestock slaughterhouses
  • Food Safety Technical requirements for poultry slaughterhouses
  • Hazard Analysis and Critical Control Point for the slaughterhouses
  • Traceability & Recall protocols

Consultants Tasks: To complete this scope of work, the consultant(s)/Consultation Firm is expected to complete the following:

1. Conduct a meeting with TAIB and NFSA to discuss the training program and expected outputs.

2. Develop and submit an outline for the training program.

3. Develop the training materials.

4. Develop a pre and post-test for the training to assess the knowledge gained by participants.

5. Deliver the training program.

6. Submit a final report that contains the results of the pre and post-tests, major findings and recommendations and completed attendance sheets.

Requested Skills and Qualifications:

The ideal candidate will demonstrate the following skills and qualifications:

  • University or higher degree in Veterinary Science, Agriculture Science, Microbiology, or another related field of study.
  • A minimum of 15 years of experience working in Food Safety and Quality Management Systems.
  • A minimum of 10 years of experience working with slaughterhouses.
  • Proven experience in delivering quality and food safety-related training.
  • Demonstrated knowledge of current food safety practices and principles in slaughterhouses.
  • Good knowledge of NFSA decrees and checklists. (preferred)
  • Ability to travel to governorates to conduct training.
  • Excellent communication skills in Arabic.

Evaluation Criteria: All offers will be evaluated on the following criteria:

  • Background and professional experience (75%)
  • Reasonableness of proposed daily rate (25%)

Reporting: The consultant will report to TAIB’s Technical Director.

Period of Performance and Level of Effort: The period of performance will be through April 30, 2024. The level of effort for this consultancy is not to exceed 30 days. The consultant will be paid in accordance with the completion of approved trainings and their associated deliverables.
