DEPUTY CHIEF COMPLIANCE OFFICER

WHAT IS THE OPPORTUNITY?

The Deputy Chief Compliance Officer (DCCO) will partner with the RBC-US Chief Compliance Officer (CCO) and CNB Chief Compliance Officer (the "CCO") whom together will be responsible for implementing an effective compliance program that adheres to the framework, policies and standards of the parent company, one that fulfills the needs of the company including managing risk within Board-approved appetite. In this role, the DCCO will be responsible for leading teams of CNB compliance professionals aligned to the core banking products and associated operations, with an emphasis on deposit and lending activities as well as other services offered. The DCCO will also work extensively with the RBC Practices team to ensure program requirements are understood, implemented, and timely and effectively executed. The DCCO will be responsible for ensuring all issues that impact compliance remain on path to on-time and complete success. In this role, the DCCO's team will be accountable for appropriate issues management for "owned" issues, and for effective oversight of "non-owned" issues with compliance impact. This position will escalate whenever such matters are not on track, and interface with issue owners and associated compliance oversight personnel to discuss the status, agree on necessary changes in remediation, and ensure such are implemented.The role will require raising sensitive subjects with both the compliance team as well as others in the company, while driving them towards optimal solutions. Efforts can involve changes in organizational structure, required resources, methodologies used to execute our functions, etc.This position has significant interaction with many different groups within the Bank, especially product, sales and and operations leaders, as well as coordinating with financial and compliance officers, the General Counsel, the Chief Financial Officer, and the Senior Vice President/Chief Internal Auditor.

What you will do

  • Hire, manage and lead compliance professionals in the oversight of key core banking businesses and services, including lending and deposits for consumers and business customers.
  • Understand the framework, policies, standards and procedures related to the compliance program and ensure these are appropriately implemented and executed.
  • Capably execute the compliance program fulfilling Compliance’s mission to be an effective, independent oversight function while also a trusted advisor.
  • Effectively manage the compliance team and program to ensure CNB meets compliance obligations and managements compliance risk within Board-approved appetite.
  • Lead efforts related to issues management for all owned and non-owned issues that relate to regulatory compliance. Escalate when issues are not on track for successful or on-time closure.
  • Lead efforts to remediate compliance-related matters tied to formal regulator consent orders, MRAs, etc.
  • Identifies possible opportunities for improvement in efficiency and effectiveness.
  • Drive projects to implement transformation efforts throughout CNB
  • Interface with the Comptroller of the Currency and other regulators and coordinate compliance examinations.
  • Elevate issues to the Chief Risk Officer’s attention and when appropriate for further reporting to senior management and the Board of Directors.

Must-Have*

  • Bachelor's Degree or equivalent
  • Minimum 20 years of regulatory compliance experience in banking and/or financial services
  • Minimum 7 years of management experience required

Skills and Knowledge

  • Juris Doctorate preferred.
  • Strong analytical abilities
  • Effective manager of teams of up to 50 FTE
  • Effective verbal and written communication
  • Substantial knowledge of compliance processes, such as monitoring, risk assessments, and regulatory change
  • Knowledge of bank products and gearing of resources needed for each
  • Strong leadership skills and executive presence, to guide organizational change and collaborate with key partners across various levels
  • In-depth understanding of regulatory risk management, internal controls, and root cause analysis
  • Ability to simplify difficult concepts and challenges by thinking analytically
  • Ability to work in a dynamic environment, building and maintaining a network of contacts, and coordinating with several partners across our company
  • Desire to work in a collaborative environment, develop and drive strategic direction as well as contribute day-to-day on implementing tactical solutions
  • Past experience building and maintaining key relationships across departments and functions, and establishing a culture of engagement
  • Proven ability to positively and creatively influence change and champion critical change initiatives; help others to anticipate and manage through change
  • Strong technical knowledge of banking.
  • Knowledge of federal statutory and regulatory framework.
  • Ability to operate effectively in fast paced environment.
  • Strong ability to work in a complex team environment requiring exceptional communication and organizational skills.
  • Leadership experience in enhancing/managing a compliance risk management program in a fast-growth environment.
  • Working knowledge of bank technology and operating systems.
  • Experience in large project management
  • Extensive knowledge of compliance and regulatory concepts, practices and methodologies.
  • Extensive knowledge of risk management principles and practices
  • Applicants must have the highest ethical standards, excellent judgment, a sense of personal initiative, excellent oral and written communications skills, the ability to work independently while keeping management apprised of his/her undertakings, and the ability to interact well and constructively with colleagues at all levels of the organization in both one-on-one and multidisciplinary team situations.
  • Strong academic credentials are required, with an undergraduate degree from a nationally respected institution considered highly desirable.
  • A graduate degree, ideally an MBA or JD from a U.S. institution, will be considered a strong plus
  • Experience communicating and interacting with regulatory agencies, including exam management and other regulatory affairs.
  • Experience interfacing with senior and executive management

Compensation

Starting base salary: $195,995 - $364,003 per year. Exact compensation may vary based on skills, experience, and location. This job is eligible for bonus and/or commissions.
