Project Description:

TechnoServe intends to provide project implementation support to “Inclusive and Sustainable Bamboo Value Chain Development in Northeastern India”, for which an application for financing has been made to the Asian Development Bank.

The program will have the following outcome: inclusive and sustainable bamboo value chains in northeastern India developed. The outcome will be achieved through four outputs, as follows: 

Output 1: Community bamboo resources utilization and management enhanced. The output aims to support participating project communities (PPC) to enhance bamboo resources utilization and management.

Output 2: Bamboo value chain infrastructure and services provision improved. This output aims to improve bamboo value chain infrastructure and services to ensure enabling business environment and access to finance for private investors and entrepreneurs in the bamboo sector

Overview of Project: The project 'Inclusive and Sustainable Bamboo Value Chain Development in Northeastern India' aims to achieve the following impact:

  • Rejuvenate the under-developed bamboo industry in India
  • Reduce dependency on imports of bamboo and bamboo products 
  • Increase income of primary producers

This will be achieved through the following outputs:

  1. Community bamboo resources utilization and management enhanced
  2. Bamboo value chain infrastructure and services provision improved
  3. Digital bamboo production monitoring system, marketplace, and market intelligence established

The consultant will have the required level of degree in agricultural economics, economics, or a relevant discipline in Finance to support the “Inclusive and Sustainable Bamboo Value Chain Development in Northeastern India” and should have 10 years of relevant experience in investment projects of International Funding opportunities.

Role Description:

The International Consultant will be responsible for the following tasks:

(i) Prepare detailed project cost estimates and financing plan in cooperation with the financial expert

(ii) assess the macroeconomic and sector contexts

(iii) assess demand for project outputs

(iv) establish economic rationale of public sector involvement

(v) assess least-cost investment options

(vi) conduct project economic cost–benefit analysis

(vii) assess financial and institutional sustainability

(viii) conduct a distribution analysis

(ix) conduct sensitivity and risk analyses.

  • The international economist and the national economist will be suggested to be team leader and deputy team leader, respectively.

They will plan the TA, lead and coordinate activities of the team, and consolidate all the inputs from the team to report to ADB and the government. 

Key requirements:

  • Essential: Masters in Agriculture Economics / Economics / Finance
  • Essential: Minimum of 10 plus years of total professional experience
  • Essential: Regional/Country experience in India / Asia
  • Excellent written and oral communication skills
  • Ability and familiarity working with ADB / WB / IFAD-funded projects will be a preference
  • The consultant should have worked in a minimum of two international development sector funding projects
