Overview

USAID’s Momentum Country and Global Leadership (MCGL) award is a seven-year USAID funded global award, that works in tandem with country governments and local nongovernmental organizations to provide targeted technical and capacity development assistance and contribute to the global technical leadership and policy dialogue on improving measurable outcomes for maternal, reproductive, newborn and child health, and voluntary family planning. MCGL seeks a Technical Director with extensive family planning experience to ensure the technical rigor, evidence-base and methodological soundness for all family planning-related technical assistance under an upcoming USAID family planning program in Jordan. The MCGL Jordan program will provide support to the USAID/Jordan-funded Government to Government Partnership for Health in Family Planning (PHFP) program, led by the Ministry of Health, with aims to promote and provide quality family planning services to the population of Jordan. 

The position will operate under the leadership of the Chief of Party and MCGL’s senior management team and will, in collaboration with project team and partners, coordinate and lead technical implementation of providing technical assistance and mentorship support to the Ministry of Health, with a focus on the FP department within the Women and Child Health Directorate, but also FP technical advice to the Health Communication and Awareness Directorate, the Royal Medical Services, Jordanian Professional Associations and other FP stakeholders. The position will be accountable for the PHFP achieving measurable results in family planning service delivery and demand generation, as well as for specific health workforce development and FP innovations results under the project results framework. The position will also promote scientific evidence and a deep understanding of Jordanian cultural and socio-political contexts in the design and implementation of MCGL support to the Ministry of Health and other Jordanian stakeholders. 

Responsibilities

  • Provide technical oversight, strategic direction and definition of appropriate project activities
  • Establish and implement a system to ensure technical quality of project activities
  • Provide technical assistance, mentoring and capacity building at the individual and departmental, directorate and/or organizational level in specific areas of expertise including but not limited to: 
  • Contraceptive service delivery
  • Implementation of High Impact Practices in family planning 
  • Gender equality and women’s empowerment 
  • Meaningful youth engagement and leadership
  • Co-create with PHFP counterparts and support the MOH to pilot test new health workforce capacity development strategies in the area of family planning and reproductive health, for a range of personnel (public sector facility staff at primary health care level, community health committee supervisors and volunteers, health directorate staff at governorate levels, university teaching faculty and clinical preceptors for obstetrics and gynecology residents, etc.). This area of work may involve:
  • Consulting with global instructional design and learning experts
  • Development or revisions of training curricula, learning materials, clinical standards, provider or health worker tools or job aides, and existing online digital courses
  • Review, revisions and optimization of other health worker performance improvement strategies, such as supportive supervision, in-person or mobile/social mentorship, team-based problem solving and accountability systems, quality improvement approaches, etc. and development of supportive standard operating procedures, tools, etc. as relevant.
  • Provide direct mentorship and support to PHFP leaders, university faculty and other Jordanian stakeholders charged with learning and performance of the health workforce, in their roles to offer service delivery training or lead quality improvement or assurance approaches. 
  • Provide clinical expertise and technical reviews of PHFP or MCGL social and behavior change communication products used for promoting the use of family planning, to ensure consistency with national and international clinical guidelines and standards.
  • Actively participate in relevant technical advisory/working groups and professional forums representing MCGL and the project 
  • Work with health care providers, local authorities, community members and project team members to identify service delivery issues that impede access to care and uptake of services. 
  • Identify and support the PHFP project to implement appropriate facility- and community-based strategies to address FP/RH service delivery gaps 
  • Work closely with the Chief of Party on setting project priorities and directions, and responding to requests for support from local counterparts 
  • Provide technical leadership and direction to the development the project strategic plan, work plan, and project monitoring, in close collaboration with stakeholders to ensure timely implementation and compliance to the requirements and regulations of the award 
  • Oversee and contribute to MCGL/Jordan and PHFP efforts to design and implement a robust plan to track data/results related to FP/RH to inform adjustments in both project implementation. 
  • Supervise and lead a team of technical advisors and technical officers charged with sub-components of the technical assistance to the MOH and other Jordanian organizations
  • Manage technical contributions of subgrantees, including defining scopes of work, reviewing and verifying deliverables and reports
  • Collaborate with all local stakeholders and implementing partners, especially the USAID/Jordan Mission, Ministry of Health, and other implementing partners and stakeholders to ensure that all activities conform to the requirements and regulations 
  • Document successes, lessons learned and challenges in implementation as well as reports of project activities and results to the project and donor, including routine quarterly and annual reports and other reporting requirements as requested 
  • Document and maintain an inventory of successful tools and approaches for FP/RH 
  • Author/co-author abstracts, presentations, and articles for journals and conferences 
  • Maintain excellent relationships with USAID and in-country stakeholders and develop rapid responses 

Required Qualifications

  • A clinical degree in health (doctor, midwifery or advanced nursing) required, and Master of Public Health or related degree preferred 
  • At least 9 - 10 years’ experience implementing and/or providing technical assistance in FP/RH, and recognition as a leader in FP. 
  • At least 9 - 10 years’ experience in implementing and/or providing technical assistance to donor-funded projects equal to or greater than $1M per year and in the design and implementation of reproductive health projects; preferably in the Middle East and North Africa (MENA) region 
  • Demonstrated experience training clinical and community-based healthcare workers on FP/RH 
  • Demonstrated experience and providing capacity building assistance at individual and organizational levels with proven results in terms of health worker performance
  • Skilled in at least two or more of the following technical areas: strengthening service delivery; in-service training or continuing professional education; pre-service education; instructional design; performance and quality improvement; monitoring, evaluation and/or research; policy, advocacy or strategic planning in family planning programs
  • Demonstrated experience with a mix of practical technical skills in FP/RH necessary for strengthening service delivery at the regional, national, clinical and community-level 
  • Demonstrated in-depth understanding of healthcare systems in the MENA region, particularly public health systems 
  • Familiarity with USAID’s administrative, management and reporting procedures and systems 
  • Proven track record managing a project team composed of several technical experts and fostering teamwork 
  • Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with USAID, host-country counterparts and representatives from other key stakeholders such as NGOs, CSOs, and the private sector
  • Expertise in research to practice—identifying and adapting best practices to specific project contexts 
  • Excellent verbal, written interpersonal and presentation skills in Arabic and strong English language skills required 
  • Ability to travel nationally and internationally
