PURPOSE: 

The Senior Public Policy Analyst, Technology Policy proactively develops and promotes positions on legislative and regulatory matters with input from internal stakeholders to further CareFirst's priorities. The Senior Analyst educates CareFirst associates on external policies, including why they matter, and supports policy development to align with business objectives.

This role is focused on technology, cybersecurity, artificial intelligence, and data privacy policy.

ESSENTIAL FUNCTIONS:

  • Provide timely and thorough insight to key business stakeholders, internal leadership, and the broader associate community on regulatory and legislative developments and emerging policy issues, including related business risks and opportunities. Provide insight on regular and ad hoc forums for sharing these developments to facilitate policy education and provide cross-jurisdictional understanding of the policy landscape to spur development of appropriate policy and advocacy strategy.
  • Develop analyses, creative solutions, and written responses to specific state and Federal legislation, regulation, and sub-regulatory guidance through intake and synthesis of internal stakeholder input to ensure policy positions align with corporate goals. Develop publications for the CareFirst website and other company communication channels, such as social media, brokers and accounts.
  • Assist with specific policy analyses being conducted by external consultants and internal experts, providing necessary data and subject matter expertise to facilitate such studies.
  • QUALFICATIONS:
  • Education Level: Bachelor's Degree, Political Science, Health Policy, Mathematics, Finance or related field OR In lieu of a Bachelor's degree, an additional 4 years of relevant work experience is required in addition to the required work experience.
  • Experience: 5 years experience in health care policy environment focused on policy and communication.

Preferred Qualifications:

Master's Degree in Public Health, Health Policy, Health Administration, or Related Field 

Knowledge, Skills and Abilities (KSAs) 

  • Knowledge of state legislative and regulatory processes, public policy analysis.
  • In-depth understanding of healthcare payor industry and operational processes and impacts of regulatory guidance.
  • Understanding of insurance products and regulatory environment.
  • Proven analytical and problem-solving skills to evaluate business processes and recommend effective solutions.
  • Experience in project management, business process analysis, work flow, and task analysis.
  • Analytical skills and understanding of where to find information germane to mandates.
  • Written and oral communications skills.
  • Ability to work with all levels within the organization and to build highly cooperative and productive relationships.
  • Ability to coordinate multiple public policy activities within a dynamic environment.
  • Ability to communicate to diverse audiences through a variety of methods.
  • Ability to work with senior management and with their full confidence.
  • Ability to present complex ideas to create a clear picture of impacts to the organization,
  • Ability to act on behalf of management in a manner that is consistent with divisional vision.
  • Ability to act in consultative manner to project teams charged with operationalizing mandates.
  • PC skills, including Microsoft Excel, PowerPoint, and Word.
  • Must be able to effectively work in a fast-paced environment with frequently changing priorities, deadlines, and workloads that can be variable for long periods of time. Must be able to meet established deadlines and handle multiple customer service demands from internal and external customers, within set expectations for service excellence. Must be able to effectively communicate and provide positive customer service to every internal and external customer, including customers who may be demanding or otherwise challenging.
  • Salary Range: $68,976 - $136,994
  • Travel Requirements 
  • Estimate Amount: 10% Occasional travel between Baltimore and DC offices.
