Contracts and Risk Manager (On-Site) – Qatar/Doha

You‘ll make an impact by:

Contract Management:

  • Oversee all aspects of contract management for the cybersecurity project.
  • Draft, review, and negotiate contracts with vendors, suppliers, and subcontractors.
  • Ensure compliance with contractual obligations, deadlines, and regulations.
  • Mitigate contractual risks and disputes effectively.
  • Utilize expertise in construction contracts within the Oil and Gas industry.
  • Advise and support project management personnel in contractual and commercial matters, representing Siemens’ interests.
  • Identify opportunities for margin improvement and recovery with customers and contractors.
  • Ensure alignment of claim strategies across sites and projects.
  • Collaborate with the legal department on legal matters.
  • Maintain strong verbal and written communication skills.
  • Effectively communicate with internal teams, stakeholders, and external partners.
  • Manage customer expectations and maintain positive relationships.
  • Foster a collaborative and proactive approach among all project stakeholders.

Risk Management:

  • Develop and implement risk management strategies and processes for the project.
  • Conduct risk assessments to identify potential threats or vulnerabilities.
  • Facilitate risk management workshops and lead mitigation efforts independently.
  • Monitor and report on the status of project risks to stakeholders.
  • In addition, the following shall be specific tasks:
  • Prepares and maintains a claim register.
  • Prepares and reviews claims and contractual correspondence as well as documentation for substantiation and defense of claims.
  • Develops, documents and updates claim and claim defense strategies.
  • Assesses and quantifies risks and opportunities resulting from claims.
  • Prepares and implements, in collaboration with the Lead Project Controls Engineer, procedures and reporting requirements in regard to scope of works, progress, productivity, time schedule, costs-to-date, costs-to-complete and change-to-the-works orders
  • Regular communicates observations and recommendations to Project Directors and management for continuous improvement.

Your success is grounded in;

Education and Certifications:

  • Adequate education, preferably BSc or MSc education.
  • Bachelor’s degree in business, Finance, Engineering, or equivalent. MBA is preferred.

Professional Experience:

  • Proven experience in construction contracts within the Oil and Gas industry with previous work experience in Middle East region, mainly in Qatar, UAE, Saudi Arabia, or Oman, and familiar with contracts & claim management processes with Oil and Gas companies or end-users.
  • Familiarity with EPC brownfield projects.
  • Demonstrated expertise in project contract management.
  • Demonstrated expertise in project risk management.
  • > 10 years professional experience on large EPC project
  • > 4 years professional experience as site contract manager of large or medium size EPC projects
  • > 2 years professional experience on sites in Middle East: preferred Qatar, then UAE, Saudi Arabia, or Oman.
  • > 3 year professional experience in execution of time & material contracts of > 5 M USD volume.

  • Financial Acumen: Skill in assessing financial implications and conducting cost-benefit analysis.
  • Communication: Clear and effective communication with stakeholders, both verbally and in writing.
  • Problem-Solving: Ability to address contract-related issues and risks proactively.
  • Analytical Skills: Strong analytical abilities for contract and risk evaluation.
  • Project Management: Integration of contract and risk management into project planning and execution.
  • Attention to Detail: Thoroughness in reviewing contracts and risk assessments.
  • Conflict Resolution: Skill in managing conflicts related to contracts and risks.
  • Compliance Management: Ensuring adherence to contractual obligations and regulatory standards.
  • Strategic Thinking: Development and implementation of long-term management strategies.
  • Stakeholder Management: Building and maintaining positive relationships with stakeholders.
