The role

The Director will be the Head of Government Affairs for Gilead operations in South Korea across all the therapy areas (Virology, Liver and Oncology) and shall lead the government affairs respobsibilities for the Oncology and Cell franchises across Hong Kong, Malyisa, Singapore, South Korea and Taiwan (“Asia 5”). This role will be responsible to develop and execute strategies to create a favourable environment to enhance access and uptake of our medicines. 

The Director will work collaboratively across our internal government affairs team and other functions such as market access, regulatory and public affairs, and thinking creatively about opportunities to improve patient access and sustain innovation. This person will work to coordinate and align on appropriate policy issues. Experience in commercial, medical or value & access functions is a strong plus.

This role shall be based in Seoul, South Korea and will be a member of the country’s business leadership team with a solid reporting line into Senior Director of Government Affairs, Asia 5.

Leadership

  • Deliver leadership as an active member of Gilead’s Government Affairs team in ICR, and co-shaping the business and government affairs strategy and activities.
  • Work as a strong partner with leads for Asia 5 and South Korea and their teams and with the global and regional commercial and medical teams on cross-functional opportunities and challenges to drive policy.
  • Engage with internal stakeholders working to shape and drive relevant policy debates and legislation in areas of interest for Gilead and meet clearly defined KPIs.
  • Work on government affairs issues as an active member of the International and ICR Government Affairs Team.

Core Tasks and Responsibilities

  • Promote a positive presence for Gilead amongst key stakeholders focused on the Government, the legislative and relevant institutional bodies, for the purpose of shaping the policy environment relevant for medical innovations.
  • Develop, lead and implement innovative and industry-leading governmental affairs policy, strategy and activities to support the objectives of Gilead in South Korea and Oncology & Cell Therapies in Asia 5.
  • Manage strategies, initiatives, operations, and activities on health policy and pharmaceutical policy and legislation for our therapeutic areas and products.
  • Position Gilead/Kite as a partner and thought leader with governments and enhance and support timely access to innovative medicines.
  • Monitor the policy environment in South Korea and at regional level (for Onology and Cell Therapy across Asia 5) with the objective of providing management with sophisticated information and insights on dealing with developments in the business environment.
  • When relevant, recruit and supervise consultants who will support the delivery of our activities. Manage these relationships to ensure effective delivery of projects to time and budget.
  • Work with academics, think tanks and other though leaders and form alliances on Gilead´s relevant innovation topics while respecting the sustainability of the healthcare system.
  • Partner with internal and external stakeholders and create a positive reputation for Gilead among policymakers in the markets for the purpose of facilitating and enhancing Gilead’s mission
  • Lead our work to shape the external environment with trade associations and industry platforms.
  • Work collaboratively and align with other members of the government affairs department as well as other Gilead departments. Ensure that government affairs initiatives and policy objectives are fully aligned with Gilead’s business priorities, and help Gilead identify opportunities to work with policymakers to advance our mission.
  • Prioritize long-term sustainable partnerships with government and leverage leadership opportunities in trade associations.
  • Support the General Manager in South Korea and whoever covers Asia 5 oncology and Cell therapy, to build and maintain relationships with key government stakeholders, policy makers, industry associations and advaocy groups to advance the company’s interest and shape the environment.

Requirements

  • Strong executive presence and strategic mindset with ability to command respect through experience and expertise internally and externally.
  • Very strong ability to manage very diverse markets, stakeholders, strategies and projects at an affiliate level and across regions.
  • Excellent understanding of the political and business environment in Asia 5 with special focus on South Korea.
  • Exceptional level of influencing and managing relationships to develop, implement and deliver the government affairs strategy and plan for Asia 5 with special focus on South Korea.
  • In-depth knowledge of healthcare system and key policies, with special focus on South Korea (HIV, oncology, liver and COVID-19, and cell therapies) relevant for pharmaceutical market access for highly innovative medicines is essential
  • Strong expertise in shaping value, access and reimbursement policy framework and pharmaceutical budgets.
  • Proven ability in delivering successful/favorable policy and advocacy results, requires a strong track record of experience in implementing projects with defined outcomes.
  • Extensive experience in the policies and regulatory landscapes of the biotechnology or pharmaceutical industries across the Asia 5.
  • Strong entrepreneurial skills and sound business judgment and analytical skills required.
  • Track record of being a trusted team player as part of a leadership team. Cross-functional collaboration and accountability are key to success in this position.
  • Fluent in English. 
  • Typically requires a BSc or BA degree and with significant prior experience in government, government affairs, public affairs or policy role. A MA or MSc degree or MBA and relevant experience is preferred.
