Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The UN Women Regional Office for Asia and the Pacific (ROAP) addresses gender equality and women’s empowerment challenges in the Asia-Pacific region, including deeply embedded discriminatory social norms and practices that perpetuate inequalities based on gender and other intersectional identities. The Regional Office works across the following areas: Governance and Inter-governmental support (including on Gender Statistics); Women’s Economic Empowerment (including Migration), Ending Violence Against Women; Women, Peace and Security; Climate Change, Disaster Risk Reduction and Humanitarian Action. Covering 42 countries within Asia and the Pacific, it exercises its triple mandate and functions i.e. Normative, Coordination and high-quality programming at a regional level and in support of UN Women’s offices and UN Country Teams in 24 countries across the region. The UN Women Asia Pacific Regional Office also oversees and manages programming in programme presences.

UN Women Regional Office for Asia and the Pacific is, jointly with UNEP, implementing EmPower: Women for Climate Resilient Societies programme which aims to strengthen capacity of duty bearers to advance gender equality and human rights in delivering climate change goals and targets, supporting women’s leadership at all levels of environment and climate-related decision-making, and strengthening adaptive capacity of women and other marginalized groups through resilient livelihoods using renewable energy. 

Under the guidance and direct supervision of the Propgramme Coordinator on Gender Equality and Climate Action, the Regional Monitoring and Reporting Analyst supports in leading the overall results monitoring and reporting work of EmPower: Women for Climate Resilient Societies Programme , including providing monitoring support to country level implementation in Bangladesh, Cambodia, Indonesia, the Philippines, and Viet Nam. The Regional Monitoring and Reporting Analyst works closely with RO colleagues and CO colleagues in their Asia and Pacific region, specifically with the countries engaged in the EmPower: Women for Climate Resilient Societies programme and will provide support in incorporating monitoring and reporting into programme formulation as well as tracking against Strategic Plan targets and the reporting of results to internal and external audiences.

Duties and Responsibilities

1. Contribute to the development and refining of the monitoring strategy and plan, and provide support in setting up monitoring system based on the programme document:

  • Review the result framework and refine baselines and targets as needed.
  • Prepare data collection or research for any missing baselines and targets.
  • Support in developing or revising monitoring strategies, plans and systems
  • Support in developing monitoring calendars, field monitoring plans, and quality assurance processes for in country monitoring measures.
  • Coordinate with Programme Team to ensure that data collection and analysis from field visits are coordinated and standardized across programmes;
  • Collaborate with the Monitoring and Reporting Unit of the Regional Office to support in planning and conducting impact assessments.

2. Facilitate and substantively contribute to the incorporation of monitoring and reporting in the regional level work:

  • Monitor results for the programme as well as for the Strategic Note of the Regional Office using the Result Management System and Quantum.
  • Aggregate results from country offices to present an overview as needed
  • Support in drafting annual reports and conducting research on outcome level data.
  • Contribute to Mid-Term Review planning and coordination.
  • Provide technical support to regional partners in developing Performance Monitoring Frameworks (PMFs), monitoring systems and plans, and in data collection.
  • Review progress reports submitted by partners and provide feedback to improve quality and timeliness of reporting;
  • Support in incorporating evaluation findings, conclusions and recommendations into programme implementation;
  • Contribute to annual work planning exercise of the Regional Office.

3. Contribute substantively to and provide technical support for the monitoring and tracking of results for country level work:

  • Provide technical assistance for country offices under the programme in developing country specific result framework, monitoring plan and a monitoring system and data collection.
  • Provide quality assurance support in finalizing Performance Monitoring Frameworks (PMFs)
  • Monitor data from country offices on a quarterly basis and provide substantive inputs to regular management briefs to inform decision making;
  • Support country offices on monitoring data from country level partners. 
  • Support in on-site visits to partners, along with the Programme Team, to support monitoring of results and planning processes as required.

4. Provide technical support to the Humanitarian/DRR/Climate Unit in the implementation the UN Women Evaluation Policy

  • Coordinate the implementation of UN Women’s Evaluation plan in the Unit;
  • Provide guidance to programme staff on evaluations seeking guidance from the Regional Evaluaiton Specialist;
  • Ensure communication between the Country Offices within the programme and RO regarding Evaluation, and other review mechanisms;
  • Coordinate the completion of management’s response to the UN Women Global Accountability and Tracking of Evaluation Use (GATE).

5. Contribute to knowledge building and capacity building

  • Identify and disseminate good practices, lessons and knowledge, as identified through programme implementation, monitoring and evaluation activities;
  • Contribute to the development of capacity development tools, including training materials and packages;
  • Facilitate capacity building opportunities for staff and partners in the Asia and the Pacific in the areas of Results Based Management (RBM), Monitoring and Evaluation;
  • Promote the awareness and understanding of the shared responsibility of Monitoring and Evaluation (M&E) among all staff members through communication, training, learning and development activities.

6. The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organisation.

Required Skills and Experience

Education and certification:

  • Master’s degree (or equivalent) in either Political or Social Science, Climate and Disaster Risk Reduction, Economics, International Development Studies, Gender/Women's Studies is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.

Experience:

  • At least 2 years of progressively responsible experience at the national or international level in monitoring and reporting of development projects/ programmes;
  • Experience within the United Nations systems in desirable;
  • Field experience is desirable;
  • Experience in gender equality and women empowerment is desirable;
  • Work experience in Asia and the Pacific is desirable.

Language Requirements:

  • Fluency in English is required with excellent writing skills.
  • Knowledge of another official UN language is desirable (French, Arabic, Chinese, Russian or Spanish).
