Defense Intelligence Enterprise (DIE) Support

WWC Federal is seeking an experienced Defense Intelligence Enterprise (DIE) individual to support the Department of Defense OUSD I&S Director for Defense Intelligence (Intelligence & Security Programs & Resources) [DDI (ISPR)]. This position is on client site at the Pentagon, Arlington, VA.

This individual will:

  • Provide scientific, engineering, technical and administrative expertise, analysis, policy guidance, and programmatic recommendations on planning, programming, budgeting, and execution (PPBE) matters concerning the DIE.
  • Provide expertise in the sub-elements of the Battlespace Awareness (BA) Joint Capability Area: Planning and Direction; Collection; Processing/Exploitation; Analysis, Prediction and Production; and BA Data Dissemination and Relay.
  • Analyze the relationship between DIE and other Department of Defense (DoD) architectures and recommend solutions for integrating these architectures.
  • Provide subject matter expertise to various working groups associated with major Enterprise acquisition programs, to evaluate and develop options to design and develop a common, open-architecture DIE framework, recommend updates to the Defense Intelligence Strategy, Consolidated Intelligence Guidance (CIG), Defense Intelligence and Security Program Guidance (DISPG), Military Intelligence Program (MIP), Congressional Justification Book (CJB) and other military intelligence related documents.
  • Prepare analytical and special reports and graphic presentations for use by senior DoD authorities to refine OUSD(I&S) policy as structured around the DoD PPBE cycle.
  • Prepare testimony in response to congressional inquiries and appeals to congressional budget marks and analyze the development and promulgation of interface/format standards within ISR Processing, Exploitation, and Dissemination-related systems and activities. 
  • Review all Congressional budget reports and track/report marks and actions requested for BA programs within office portfolio. Track and respond to Congressionally Directed Actions (CDA), using the USD(I&S) Congressional Affairs office CDA database. Ensure timely reporting to all Congressional Committees with oversight of the BA/MIP portfolio for all related congressional programmatic and capability reporting requests.
  • Work projects specifically targeted toward integrating the DIE with the Intelligence Community (IC), International Partner architectures, other government agencies, and Combatant Commands at the tactical edge and state and local architectures.
  • Assess current and planned advanced query and correlation systems to determine where duplication can be eliminated, how use of these systems can be expanded, whether these systems can be operated collaboratively, and whether they can and should be integrated with the enterprise-wide query and correlation capability.
  • Provide subject matter expertise and recommendations on enterprise and franchised data brokering capabilities of the Common Data Fabric (CDF), data providers, consumer data sources and attendant security, access, and sharing policies. Work to establish data governance for CDF usage throughout the enterprise.
  • Monitor and manage all staff packages within the electronic Correspondence and Task Management System (CATMS) and coordinate taskers external to OUSD(I&S)/ISPR as required on a timely basis. Coordinate with the Executive Secretariat and Executive Director offices, as appropriate, to ensure staff packages are routed efficiently.
  • Maintain an accurate, timely log of all tasks, including timeframe to complete and issues that may be pertinent to completion. Keep management informed of any issues impeding completion of packages on a timely basis. Produce monthly reports on the status of all action packages.
  • Review and track all DoD/IC Intelligence capabilities, ensuring enterprise-ability and scaling of systems/capabilities for DIE usage. Understand the Joint Capabilities Integration and Development System (JCIDS). Obtain access to and complete training on the DoD KM/DS repository and manage capability reviews within the office.

Work Environment:

  • Moderate noise (i.e. business office with computers, phone and printers) and /or occasional Loud noise (airfield, large equipment).
  • Ability to sit at a computer terminal for an extended period of time.

Requirements

Basic Qualifications:

  • Current, active TS/SCI security clearance.
  • Experience in Military Intelligence.
  • Minimum of 10 years of Subject Matter Expert experience, in the fields of Battlespace Awareness, Signals Intelligence, Cyber/Information Operations, Cryptology and Electronic Warfare.
  • Must have a working knowledge Service Oriented Architectures, Cloud / Distributed Computing Technologies, National and DoD Security Accreditation policies, practices and procedures and thin/thick client-server architectures.
  • Outstanding communication skills, influencing abilities, and client focus.
  • Demonstrated proficiency in using all Microsoft Office applications.
  • Professional proficiency in English is required.
  • Applicants must be currently authorized to work in the United States on a full-time basis. WWC Federal will not sponsor applicants for work visas for this position.

Preferred Qualifications:

  • Bachelor's Degree.
  • 5-7 years of experience in a DoD (Office of the Secretary of Defense, Joint Chiefs of Staff, uniformed Service or Secretariat, or Combatant Command) environment.
  • Task tracking management experience (i.e. CATMS, TMT).
  • Experience working with Senior leaders to produce timely and complete staff packages.
