Role: Senior Health Advisor.

Reporting to: Deputy Country Director/Programs Delivery with a dotted line to the Global Director of Health. 

Location: Kampala – Uganda.

The Opportunity:

The key purpose of the role of a Senior Health Advisor is to provide strategic and technical leadership of Living Goods' (LG) Reproductive, Neonatal, Maternal, Child and Adolescent (RNMCAH) program. This includes driving the program's strategy to deepen health impact, staying updated on best practices and innovations, and supporting evidence-based interventions. The advisor is responsible for ensuring high-quality program delivery through overseeing training of VHTs and supervisors, tools development, and continuous clinical quality improvement. Additionally, the role involves team leadership, including managing and building a high-performing team, coaching mid-level managers, and contributing to talent recruitment. External relations are also crucial, as the advisor represents the organization at various levels, engages with stakeholders, and manages relationships to enhance the program's effectiveness

Responsibilities:

Strategic Leadership of Health:

  • Drive the strategy to enhance the health impact of the LG’s model, staying abreast of best practices, new research, and innovations for integration into our model.
  • Assist the DCD/Director Program Delivery and Global Director Health in developing evidence-based programmatic interventions to maximize impact across LG.
  • Offer technical advice and support to the LG business development team to facilitate the development of high-quality grant proposals and bids aligning with strategic partnerships objectives.
  • Contribute to the development of LG’s policies, guidelines, and strategic plans.

Technical Leadership:

  • Oversee the development of key VHT training's, job aids, and diagnostic tools, ensuring compliance with Ministry of Health standards, alignment with global health standards, best practices and LG policies.
  • Collaborate with the Performance, Evidence and Insights team to evaluate training impact, make relevant changes to improve quality of training and contribute towards other relevant evaluations and publications.
  • Provide technical guidance and support to the LG program delivery team and the innovations team in project design, implementation, and delivery of RNMCAH services, ensuring high service quality and continuum of care.
  • Lead the technical oversight in implementing continuous clinical quality improvement processes and activities and be an active member of the organization clinical quality improvement team.
  • Drive culture to use data for decision making and support the implementation of annual data quality assessments for health and key performance indicators.
  • Provide technical oversight and management for selected projects and initiatives.
  • Contribute to the design and implementation of new and innovative approaches and cost-effective service delivery models.
  • Offer technical advice to the business development team for high-quality grant proposals, donor reports, and stakeholder reports.
  • Collaborate with the Procurement lead to oversee the selection of pharmaceutical products, ensuring sourcing from reputable suppliers and monitoring their usage.
  • Oversee health-related risk management and lead health-related crisis management in line with related policies.

Team Leadership:

  • Manage, supervise, and build a high-performance team to ensure the effective delivery of the LG strategic plan.
  • Coach and mentor mid-level managers to enhance their capacity for effective team management.
  • Collaborate with health and impact members to identify their growth opportunities and support career planning across the team.
  • Support the recruitment of exceptional talent to Living Goods and support their integration into the LG team.

External relations:

  • Actively engage and represent LG at technical forums, national level working groups, conferences, and manage relationships between LG and other health stakeholders.
  • Engage with implementing partners, donors, and other stakeholders and advocate for LG’s strategic agenda to promote government ownership of community health.
  • Stay up to date with national, regional and global community health trends and developments and technically advise and update the LG program for considerations.
  • Have detailed and broad knowledge of technical and business process of donors e.g. bi and multi laterals and advise senior management and business development on key issues for consideration.
  • Support the director PAC, DCD and senior manager DH to implement the LGU partnership strategy geared at enhancing community health outcomes.

Essential Qualifications, experience, and Attributes.

  • Proficiency in additional languages relevant to the community served.
  • Master of Public Health/Health Services Management/Global Health/Health Policy/ Population Health (Preferred).
  • Bachelor of Medicine/ Bachelor of Nursing (Desirable).
  • Project Planning and Management (Desirable).

Professional Certifications /Qualification:

  • Public Health, Maternal and Child Health (MCH), Health Systems Strengthening, Community Health and Development, Epidemiology and Research, Health Policy and Advocacy, Project Management, Training of Trainers (relevant principles of adult learning).

Essential skill and experience required:

  • At least six (6) years of experience in a service delivery setting, with at least 3 years at management level.
  • Proven track record of people management and leadership skills.
  • A public health leader with vast experience in the design and management of health programs.
  • Strategic and critical thinking.
  • Deep understanding of the health system and community health service delivery.
  • Extensive experience in managing and working with multi-functional teams.
  • Proven effective interpersonal communication and networking skills.
  • Proven ability to manage and motivate teams to achieve targets and organizational change.
  • Able to critically analyze data to support strategic decision-making.
  • In-depth knowledge of evidence-based and promising models, and internationally recognized best practices in RMNCAH.
  • Demonstrated abilities to plan and implement capacity-building activities and workshops.
  • Experience in training adult learners, mentoring and coaching individuals and organizations on clinical and medical issues.
  • Advanced written, presentation, and communication skills in English.

Additional Qualifications/Experiences:

  • Familiarity with Project Planning and Management practices.
  • Expertise in data analysis and utilization for strategic decision-making.
  • Experience in leading organizational change initiatives.
  • Knowledge of monitoring and evaluation methodologies.
  • Previous engagement in advocacy efforts related to public health.
  • Proficiency in additional languages relevant to the community served.
  • Bilingual in French is a plus.
