Duties and Responsibilities
Background: This position is in the Accounts and Payment Unit of the Financial Management Services Section (FMSS), Resources Management and Service Development Division (RMSDD) of ESCWA. Duties and Responsibilities: Within delegated authority, the Accounting and Finance Assistant will be responsible for the following duties: • Liaises with UNDP Volunteer Programme coordinators on financial aspects of UNV contracts (proforma invoices and SRFs); • Establishes funds commitments to ESCWA UNVs and coordinates with HR and budget team to ensure swift issuance of contracts; • Assists in processing and analysing expense reports of staff members, consultants and meeting participants. This includes, amongst other things, calculating, inputting, and checking payments for accuracy and communicating discrepancies to supervisors; • Communicates the Financial Authorization with UNDP office for relevant actions to be included in UNDP monthly SCA files; • Assists in updating the unit SOPs in alignment with issued policies and guidelines; • Assists in the processing and reviewing of payments to vendors for good and service through the portal. This includes, amongst other things, scrutinizing documents for correctness, following up on discrepancies and deviations from financial rules & regulations, and preparing payments for approval in the accounting systems; • Coordinates with the Treasury Unit on the payments to ESCWA’s travel agents, CICs and notifies all payees of status of payments; • Follow up on outstanding obligations; • Records and reconciles more complex accounting transaction and ensures proper clearance procedures have been followed; • Extracts trial balance details and reviews expenditure and liability GLs derived from the tasks assigned; • Responds to queries from staff members and third parties; • Runs queries on Business Intelligence (BI) tools, extracts data, develops reports, and prepares regular presentations with the provision of complete analysis and recommendations; • Drafts and/or prepares routine correspondence with respect to enquiries related to relevant financial and budgetary matters; • Maintains and keeps up-to-date files; • Performs other related duties, as assigned.
Qualifications/special skills
A Bachelor's degree in finance, administration or related area is required. All candidates must submit a copy of the required educational degree. Incomplete applications will not be reviewed. A minimum of 13 years of professional work experience in accounting, finance and/or administrative fields is required.
Languages
English and French are the working languages of the United Nations Secretariat; and Arabic is a working language of ESCWA. For this position, fluency in English and Arabic are required. Note: “Fluency” equals a rating of ‘fluent’ in all four areas (speak, read, write, and understand) and “Knowledge of” equals a rating of ‘confident’ in two of the four areas.
