This position reports to the Senior Human Resources Business Partner, and is a trusted strategic business partner to the Baltimore Plant Manager. You must be an astute HR Business Partner, with extensive experience in the management of labor relations, administration of employee programs, change management, employee engagement strategy, leadership development, organizational design, performance management, HR laws and regulations, HR policy management. You’re a dynamic leader, who always acts with integrity and discretion to ensure your role as a trusted advisor.

The HR Business Partner is responsible for oversight and implementation of human resource functions for all employee groups (salaried, salaried non-exempt, and hourly). Serves as a consultant to management on all labor relations issues; acts as an employee champion and change agent.

Essential Duties

Specific responsibilities include, but are not limited to:

  • Promote positive labor relations throughout the site, understand and manage through the applicable collective bargaining agreements (CBA’s), ensure consistent and objective application of policy through performance management and investigations. Analyze sensitive and complex labor relations matters to determine appropriate course of action, identify systemic problems, and recommend solutions. Champion the labor relations strategy.
  • Establish collaborative labor relations with the local union consistent with the collective bargaining agreement and business objectives. Develops and maintains progressive relationships with local union leadership, union committees and business agents and staff representatives.
  • Actively engages with both hourly employees and support staff out on the machine line. Completes daily walk-throughs to stay informed on business challenges/opportunities.
  • Reviews and analyzes local CBA’s and policies in order to provide recommended positions and changes. Manages the grievance process per the collective bargaining agreement.
  • Provide guidance to the local management team on the interpretation and administration of the CBA’s and all pertinent labor relations topics. Partner with the Labor Relations team for clarification on contract interpretation as required.
  • Provides training for local leadership who oversee bargaining unit employees on compliance with the negotiated terms of collective bargaining agreements.
  • Act as a key HR Business Partner supporting plant departments on all aspects of human resources, including organizational and employee development.
  • Manage all employee and labor relations activities within the site according to established guidelines in accordance with the organization's mission, values, and goals.
  • Maintains current knowledge of and ensures compliance with federal, state and local labor and employment laws.
  • Research and develop/recommend solutions and process improvements on HR related projects, processes, and policies aligned to GAF strategy, culture, and business practices.
  • Strategically contribute to the business objectives by helping plant leaders identify, prioritize, and build organizational capabilities, behaviors, structures and processes.
  • Provide expert advice and coaching where appropriate. Ensure that strong leadership and coaching culture permeates the organization.
  • Assist the business leader to provide employees with development opportunities and ensure current and future performance standards are met. Champion the Talent Management Process. Support managers in forecasting and planning their talent pipeline requirements in line with the business objectives.
  • Oversee recruitment, orientation, training, transfers, job postings, and terminations for all positions.
  • Support Environmental, Health and Safety requirements as needed, to include case management of work-related injuries
  • Manage specific projects as determined in the annual HR plan and participate in functional and cross-functional initiatives. Participate in HR project teams and programs and coordinate community involvement as needed.

Under This Roof, We Require

  • Bachelor's degree in human resources, business or related field
  • 5+ years of demonstrated labor relations experience (grievances, contract administration & interpretation, negotiation preparation and participation) in a manufacturing environment

  • SPHR or PHR certification or SHRM equivalence
  • Proficiency in Google Suite
