Raytheon Technologies is looking for a Computer Systems Security Engineer (SE), who also possesses knowledge as an Information Systems Security Engineer (ISSE). The SE/ISSE will be responsible for developing, delivering and supporting expertly engineered IT services and products enabling the mission critical infrastructure and ensuring the highest levels of availability, performance and security. The SE/ISSE employs an interdisciplinary, collaborative approach to elicit user needs and develop clearly-stated requirements, apply systems thinking to optimize project/product design and development, deliver innovative approaches for systems integration, define cost-effective verification and validation programs, and effectively manage cost, schedule, and risk in engineering tasks. From the ISSE side, the role is to bridge the gap between high level security policies/requirements and technical/operational implementation of those requirements. Candidates should have in-depth understanding of the cybersecurity policies and procedures for government sector information systems and sufficient technical knowledge and experience to implement them. The SE/ISSE will work closely and effectively with the ISSM and Sponsor IT managers on all aspects of their development and implementation programs as they progress through their Agile management processes. The SE/ISSE will provide guidance, standards, and oversight to the team.

Specific duties and responsibilities include but are not limited to:

  • Oversee the design, development, technical review, and implementation of Sponsor’s specific IT/infrastructure system’s to include conducting assessments of existing IT architecture for compliance with security requirements from applicable security frameworks (such as ICD 503)
  • Coordinate and/or perform additions and changes to the Sponsors network hardware, platform services, attached devices, and operating systems
  • Investigate, analyze, recommend, configure, install, and test new network and infrastructure hardware and software
  • Provide support for day-to-day operations; duties include evaluation of system utilization, monitoring response time and engineering support for detection and correction of operational problems
  • Partner with the different lines of businesses in the Sponsor’s organization, such as providing input to A&A process activities and related documentation such as systems concept of operations, system security design, implementation plans, operational procedures, and maintenance training materials
  • Develop and maintain network and IT infrastructure standards by providing continuous monitoring support for information systems and developing IT architecture deliverables, specific to information security countermeasure implementations, for operational systems and systems under development
  • Develop and maintain engineering and program artifacts, work products, and deliverables
  • Develop and deliver mission need/gap analyses and trade studies while evaluating proposed security architectures and designs and provide input as to the adequacy of those security designs to meet required security compliance objectives
  • Participate in required governance activities, technical reviews, peer and quality management, and risk management and developing and maintaining processes and procedures to identify, track and mitigate customer system vulnerabilities

  • Familiarity with Agile framework

Minimum Qualifications and Education

  • Bachelor's Degree and ten (10) years of experience. Eight (8) years of experience for a total of eighteen (18) years can be substituted for a degree.
  • Five (5) years or more of IT Infrastructure/data center/mission laboratory domain relevant work experience, to include:
  • At least three (3) years or more of total intelligence community relevant work experience,
  • Three (3) years or more as a Systems Engineer and;
  • Two (2) years or more of specialized, relevant technical experience in (one or more of the following) information system security engineering, system architecture, system development, hardware and software development, and/or operation center engineering support.
  • Advanced problem solving skills: able to use prior experience and knowledge to address new situations; especially during interactions with clients.
  • Advanced analytical skills: able to use prior experience and knowledge to seamlessly incorporate new knowledge or information during client interactions
  • Advanced communications skills: able to work well with others, independently and as part of a team
  • Basic understanding of information security principles and risk assessment techniques
  • Experience with using NESSUS and other scanning applications

Must be a US Citizen with an active TS/SCI clearance with poly and be eligible for crossover.
