POSITION MANDATE

Resonance seeks a Chief of Party (COP) to lead the anticipated five-year USAID funded Zambia Sustainable Water Sanitation and Hygiene (WASH) Partnerships Activity. This Activity will focus on increasing private sector participation in the Zambian WASH sector and improve access to sustainable and safe WASH services.

The COP will be responsible for technical leadership, administrative oversight, and overall coordination of the activity. S/he will serve as the principal institutional liaison with USAID and key stakeholders, as well as ensure the quality, timeliness, and efficiency of all products and interventions generated under the Activity. 

This is a full-time position based in Lusaka, Zambia.

OUTCOMES / ESSENTIAL FUNCTIONS

  • Provide strategic and technical leadership and/or oversight of all activities and outputs, including technical inputs across one of more areas, including water, sanitation and hygiene (WASH), public-private partnership development approaches, and gender and social inclusion.
  • Represent the project externally and ensure close coordination with partners in the government, private sector, key local stakeholders, financial institutions, and donor communities.
  • Lead financial oversight and procedures and ensure compliance with USG regulations, Government of Zambia laws, regulations, policies and procedures, and Resonance policies. 
  • Provide technical advice, oversight, or leadership on all technical activities, which may include the design, methodology, and tools for some activities. 
  • Oversee monitoring, evaluation, learning, and reporting to ensure the program adapts as needed to meet objectives and learning is acquired and shared broadly to maximize impact and sustainability.
  • Manage project team; oversee, mentor, and provide guidance to short- and long-term staff. 
  • Manage program communications with USAID, key stakeholders, and the general public.
  • Assume responsibility for overall USAID contract management, ensuring quality control and timeliness of deliverables.

REQUIRED EDUCATION & EXPERIENCE

  • Master’s degree or higher in international development, development economics, business administration/management, finance, environmental studies or other relevant discipline.
  • 10+ years of relevant progressive international experience related to the implementation and management of water, sanitation and hygiene (WASH) services, circular economy, sustainability, partnership development, and/or private sector engagement.
  • 8+ years of relevant professional experience related to the management or implementation of international donor-funded development projects.
  • Experience as a Chief of Party or leader of a donor-funded activity of similar scope and budget.
  • Proven experience required fostering collaborative partnerships, effectively working and building strong relationships with a broad range of counterparts and stakeholders, including government officials, local communities, the private sectors, and other donors.
  • Excellent written and oral communication skills in English.
  • Experience working independently to meet deadlines and quality expectations, as well as a member of a larger team for multi-component assignments. 

PREFERRED EDUCATION & EXPERIENCE

  • Prior experience in forming strategic partnerships to improve and expand water, sanitation and hygiene (WASH) services.
  • Experience managing economic growth donor-funded activities in Zambia and/or the South-Central African region.
  • Strong network of government, civil society, donor and private sector representatives in Zambia and/or the South-Central African region.

TRAVEL EXPECTATIONS 

The employee must be able to travel within Zambia for work assignments.

WORK ENVIRONMENT & PHYSICAL DEMANDS 

This position operates in a professional office environment, and routinely requires the use of standard office equipment such as computers, phones, printers, photocopiers, and filing cabinets.

As a part of the responsibilities for this job, the employee is required to communicate, detect, converse with, discern, convey, express oneself, and exchange information orally and in writing with others. The employee must be able to remain in a stationary position, sitting at a desk for prolonged periods, move or traverse inside the office and facilities; operate, activate, use, prepare, inspect, place, detect, or position computers and other office equipment, such as a calculator, copy machine, furniture, and computer printer. The employee must be able to make substantial repetitive motions of the wrists, hands and fingers. The employee must be able to lift and move up to 15lbs at times.
