Job Summary:

The Director – Indian Child Welfare is a nationally recognized expert in the field of Indian Child Welfare and provides support and consultation to tribes and jurisdictions throughout the country on Indian Child Welfare issues. The Director works on projects involving state and federal jurisdictions to promote and demonstrate high quality, culturally appropriate services to American Indian/Alaskan Native children and families, and with tribes to identify, promote and demonstrate high quality, culturally appropriate services that reflect the sovereignty of tribal nations and advance Casey’s 2020 goals. Responsibilities include, project oversight and management to assure compliance with legal, financial and Casey’s strategic objectives and state plans; research on Indian child welfare best practices, issues, needs, and outcomes; and working positively and effectively with all staff internal to Casey as well as external contacts. 

This is a benefitted contract time limited position with a 1 year duration to start. 

Essential Responsibilities:

  • Provide direct consultation to tribes, jurisdictions, and the Federal government that advance Casey’s 2020 goals and supports implementation of reduction efforts to reduce the number of American Indian and Alaskan Native youth in care as well as efforts to improve well-being outcomes. Works with management to ensure alignment with organizational values, goals, and directives in all work performed.

  • Researches, and gathers data from federal, state, tribal and other partners that track safe reduction and well-being measures of American Indian and Alaskan Native youth in care. Tracks and analyzes emerging state and local policy issues and trends affecting American Indian and Native Alaskan youth and families who are in or are potentially entering into care. Develops appropriate policy and programmatic responses to the policy and data information. Briefs and makes recommendations to Casey team members on best practices and ways to improve child welfare for American Indian and Alaskan Native youth. Identifies, develops and partners with urban Indian and tribal programs on innovative strategies for prevention and safe reduction. Tracks and analyzes outcomes for youth served through partnerships.

  • Coordinates and pulls in internal and external resources to address the specific Indian child welfare needs of the jurisdiction in the area of child welfare and prevention. Works closely with other CFS staff to ensure resource allocation is prioritized and used effectively. Builds and maintains close association and working relationships with public and tribal child welfare leadership that are interested in or involved in the work of Casey in reduction, reinvestment, and the 2020 goals. Identifies and tracks emerging trends and best practices in tribal child welfare service delivery, and briefs and makes recommendations to Casey team members on methods to improve child welfare outcomes for American Indian and Alaskan Native youth.

  • Manage complete project plans ensuring the plan includes an accurate reflection of the terms of the plan; measureable outcomes; business processes; required resources; and established budget.

  • Ensures adherence to Casey policies in all matters of practice, contracts, communications, resources, personnel and reporting. Reviews, edits, and approves work plans prior to submission to Legal, Finance, or other parties before finalization. Develops and maintains contracts and agreements once they are in place. Acts as a good steward of Casey resources – in expenses and funding – but also in labor hours in applying appropriate amounts of resources to each project.

Qualifications:

  • A college degree with at least 8 years in relevant experience required – recent experience in public administration in Indian child welfare, foster care, or related field. Master’s or advanced degree preferred. Consultation with key administrators in the tribal or public child welfare arena may be substituted for recent direct work in public child welfare.
  • Knowledge of and responsible experience with collaborations, agreements, and partnerships, especially among government agencies and tribes is needed.
  • Knowledge about, competence in and familiarity with the infrastructures of state and tribal child welfare systems required. A valid driver’s license and the ability to travel are imperative to successful performance in meeting the responsibilities of this position. Must pass a criminal background check. 
  • Proven effectiveness and ease in a multi-cultural environment is required.
  • Travel required for meetings, conferences, and events. Up to 50% travel required at times.
  • Ability to protect the confidentiality of sensitive information by learning and following all relevant policies and protocols and using sound judgment in the handling and sharing of that information.
  • Physical requirements include the ability to lift and reach for light objects; close visual acuity to prepare and analyze data, text, and figures; ability to type utilizing a computer keyboard; ability to travel to outside locations; and the ability to work at a computer for extended periods of time as a primary job function.   • Driving on Casey business may require use of personal vehicle; adherence to vehicle safety guidelines and qualification for insurance is required. 

Casey Family Programs requires a COVID-19 vaccination for in-person work. Therefore, all employees will be required to present proof of vaccination status unless they qualify for a medical or religious exemption. 

This position is based at our Indian Child Welfare Programs Office.

The base salary for this role in Denver, CO is $111,800 to $131,500 annually.

Casey Family Programs offers benefits including medical, dental and vision coverage, health and dependent care Flexible Spending Accounts, eligibility for 403(b) and 401(a) retirement plans, disability, basic life, employee assistance plan and business travel insurance. Additionally, employees are eligible to accrue paid time off, starting at 8 hours per month of annual leave and 8 hours of sick time per month in the first year of employment. Casey Family Programs also observes 10 paid holidays per year and each employee receives one personal holiday to use each calendar year. Employees that meet certain tenure qualifiers are eligible for up to eight weeks of parental leave for the birth or placement of a child for adoption or foster care. After the completion of 10 years of continuous, full-time employment, employees in good standing are eligible for a three-month sabbatical with pay. Casey Family Programs also offers many opportunities for continued learning, training, and development.
