Program Management position is Onsite for at one of the 3 site locations:

El Segundo CA, Morrisville, NC or Annapolis Junction, MD

The position provides program leadership to one or more development programs of medium to high risk and complexity. 

The position will have direct management responsibility for all aspects of development, NSA High Assurance certification and Transition to Production. 

Program variables may include multiple funding sources, shifting priorities, evolving requirements, and dynamic resource requirements in service to challenging program schedules to meet customer and corporate goals. 

The position's primary responsibilities

Project planning, execution to cost, schedule and technical constraints, and managing the customer relationship from program start-up through transition to production. 

Leads integrated cross-functional teams at multiple sites, develops and manages by metrics, ensures delivered products are on-time and of high quality, and communicates effectively to all levels of the organization. 

The position may lead development proposals for additional capabilities and/or follow-on spirals. 

The position has initial P&L responsibility between $5M to $20M a year, with potential additional growth of size, complexity and responsibility.

Additional Responsibilities:

  • Responsible for all aspects of P&L on one or more spirals of the KG-355 development
  • Lead and manage a multi-disciplined, geographically distributed product development team to meet program cost, schedule and technical requirements. 
  • Establish and grow partnership with customer counterparts.
  • Develop and manage program plan and performance metrics, including Agile Development, IMS, EV, EAC, and execution phase specific tracking metrics.
  • Develop and manage program baseline, Risk & Opportunity management, and disciplined change control.
  • Create status reports and effectively communicate at PMRs and executive reviews.
  • Proactively manage staffing through collaboration with other PMs and functional leadership
  • Make timely-knowledge-based decisions within sphere of responsibility and drive early awareness and escalation of issues and larger decisions and identify help needed to senor leadership.
  • Provide leadership to foster a culture of early issue identification, collaboration, inclusion and trust.

Qualifications/Experience Needed:

  • Must have a minimum of 10+ years of combined professional related working experience in Program Leadership, with emphasis in the role of Program Manager or Value Stream Leader
  • 2 or more years as a PM or Value Stream Lead with P&L responsibility > $1M /yr. 
  • Demonstrated track record of successfully managing a multi-disciplined team, leading by example and driving employee commitment through actions, with a proven ability to foster an environment of positive employee engagement and trust.
  • Strong technical background with significant experience in Design, Development, and Transition to Production of electronic products
  • Knowledge and application of Program Managment Best Practices and effective process tailoring
  • Significant P&L and/or CAM experience
  • Must be willing to travel Up to 10%, including time at customer facilities, (not optional)
  • Ability to effectively communicate to all levels of the organization.
  • Typically requires a University Degree and minimum 10 years prior relevant experience or an Advanced Degree in a related field and minimum 7 years of experience or in absence of a degree, 14 years of relevant experience.
  • Must have an Active and transferable U.S. DoD Secret security clearance required prior to start date, Day 1
  • U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.
  • Candidate selected will be subject to a government security investigation/reinstatement and must meet eligibility requirements.

Preferred Qualifications:

  • Subject Matter Expertise in areas including electronic Cryptographic products, cyber and communications.
  • Experience leading geographically distributed teams.
  • Experience leading product development through NSA High Assurance certification
  • 2 or more years as a PM or Value Stream Lead with P&L responsibility > $20M /yr.
  • EVMS level 2 certified, or equivalent
  • Agile development experience
  • Proposal / capture experience
  • Experience leading investment or strategic programs
  • Ability to obtain an Active DoD Top Secret clearance.

The salary range for this role is 130,000 USD - 272,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
