Project Summary:

The purpose of Afghanistan Monitoring, Evaluation, and Learning Activity (AMELA) is to provide monitoring, evaluation, and learning support services/assistance to strengthen the implementation of USAID development programs in Afghanistan, and to build the technical monitoring and evaluation (M&E) knowledge and skills of USAID/Afghanistan Mission staff and stakeholders. The services provided under AMELA will contribute to supporting USAID/Afghanistan as an effective development organization with strong learning and adaptive management processes.

Position Summary:

The Team Lead will be responsible for managing the review of the selected processes and assisting the AMELA team in overseeing the delivery of the process packages, and fulfillment of the scope of work (SOW), in conjunction with AMELA management. The Team Lead will assist USAID/Afghanistan in reviewing the processes and standard operating procedures (SOPs) underlaying the Mission’s technical work. The purpose of the review is to improve efficiency and utilization of Mission processes and SOPs. The review should identify problems and user experiences and seek to ensure that any refinements to the process are user and stakeholder centric, while also aligned with wider USAID requirements and the broader aims of USAID’s work. The estimated level of effort for this position is up to 110 days.

Responsibilities:

  • Coordinate and oversee the delivery of a high-quality review reports for the selected Mission processes according to the requirements set out in the SOW.
  • Provide technical leadership throughout the review process.
  • Work closely with the overall team, including the Process Advisors and AMELA technical team, to ensure delivered packages fulfill the SOW.
  • Conduct interviews, reviews, analysis, workshops, and other technical tasks as required. 
  • Oversee any presentations as needed.
  • Provide technical guidance to the staff, consultants, and other partners brought on board to support this activity under the AMELA contract.
  • Facilitate, participate in, and contribute to technical and coordination meetings, workshops, learning platforms, capacity building exercises, and other events.
  • Assist AMELA staff as needed in project management.

Qualifications:

  • Bachelor's degree in any aspect of international development is required. Master's degree is preferred.
  • Minimum 10 years of relevant experience with USAID SOPs and Mission technical operations across various areas is required.
  • Experience working in Afghanistan is preferable. 
  • Experience delivering high-quality reports to USAID and other donors.
  • Strong written and oral communication skills in English are required.
