Duties and Responsibilities

Under the direction of the UNODC ROCOL Drug and Border Control Coordinator and with the guidance of the CCP Container Control Program Coordinator, the Consultant will be responsible for: A. Deliver four (4) day theoretical-practical training courses on "Inspection of containers, pallets and cargo, with the employment and use of technological tools of the Basic Security and Search Teams", to the PCUs of the ports of Buenaventura, Cartagena, Barranquilla, Santa Marta, Urabá. - Prepare material and agenda for four (4) days, including topics, presentations (Power Point format) and lecture notes. The course material must include at least the regulatory framework, definition of the unified standards of the technological tools of the Basic Security and Search Teams, coordination of operations for inspections of containers, pallets and cargo, general minimum technical requirements, and security standards that must operate in the transfer nodes of foreign trade, for the detection of smuggling, currency trafficking, narcotics and illegal arms trade, security elements, inspection techniques and a case study to be analyzed and ensure the applicability of the knowledge acquired by the participants. - Execute five (5) theoretical-practical training courses of four (4) days each, including: - International regulations and legal regulatory framework in Colombia. - Definition of the standards, requirements and unified technical specifications of the Basic Security and Search Equipment, - Types of technologies and types of systems. - Coordination of operations for inspections of containers, pallets, and cargo. - Customs aspects in foreign trade about container, pallet and cargo inspections. - Scanning techniques and inspections of containers, pallets, and cargo. - Uses of software, applications, of the Basic Security and Search Equipment, - Safety and precautions with the handling of the Basic Safety and Search Equipment, - Exercises on calibration, employment and use of Basic Safety and Search Equipment. - Case study. - Submit a report on the delivery of the theoretical training course. B. Elaboration of the Guide on employment and use of technological tools of the Basic Security and Search Teams. • Gathering of information for the elaboration of the guide. • Drafting of the guide applicable to the control and inspection processes for containers, pallets, and cargo. • A brief progress notes on the deliverable document to validate the relevance of the information including operational and subject matter recommendations for future training, operational problems encountered and recommendations to improve operational efficiency in the unit.

Qualifications/special skills

An advanced university degree (Master’s degree or equivalent) in criminal justice, criminology, law, political science, chemistry, management or other related fields is required. A first-level university degree in the aforementioned fields in combination with two (2) additional years of qualifying work experience, may be accepted in lieu of the advanced university degree. Formal qualifications or certifications from a recognised national or international customs authority, police academy, or military-training institution, supplemented by specialization in criminal justice, crime prevention, or law enforcement, in combination with four (4) additional years of qualifying work experience, may be accepted in lieu of the first level university degree. - Five (5) years of professional experience in the field of relevant and progressively responsible risk-based work methodology (profiling), control, surveillance, container, pallet and cargo inspections with employment and use of Basic Security and Search Teams, focused on smuggling of chemical substances and precursors is required. - Practical professional experience in the provision of technical assistance and training both in the classroom and onsite, related to risk-based work methodology and the use of techniques and risk indicators applied to container selection and container, pallet and cargo inspections with employment and use of Basic Security and Search Teams is required. - Certification, other qualifications, or experience in the development of training materials, training, instruction, and training is desirable. - Experience in providing technical assistance in the administration and control of chemicals and precursor chemicals in Latin America and the Caribbean LAC is desirable. - Practical experience with UN programs or international organizations is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this position, fluency in Spanish, with excellent writing and communication skills, is required. Knowledge of another United Nations language is an advantage.
