Job Description

THE SELECTED CANDIDATE WILL BE OFFERED A SALARY BETWEEN $125,000-$135,000.

The Administration for Children's Services (ACS) protects and promotes the safety and well-being of New York City's children and families by providing child welfare, juvenile justice, and early care services. The Office of Information Security (Office of Information Technology (OIT) at the Administration for Children’s Services (ACS) is responsible for the implementation and management of the Agency’s cyber security program. ACS Chief Information Security Officer (CISO) team works closely with the Operation of Technology Innovation (OTI) Cyber Command and is tasked with continuously improving the Agency’s risk posture by ensuring appropriate security controls are in place to protect the confidentiality, integrity, and availability of Agency information resources.

As per Mayoral Executive Order 10, government entities at the Federal, State, and local levels have increasingly become the target of sophisticated malicious cyber-attacks that compromise the security and integrity of agency operations, and the City of New York is a prime target for cyber-threat actors. Each agency shall appoint a Cyber Command Liaison (Incident Response Manager) to support the agency with an Agency Incident Response plan (AIRR) and represent the agency as a primary contact with cybercommand. An Incident Responder, often referred to as a Cybersecurity Incident Responder or Security Incident Responder, is a cybersecurity professional responsible for managing and mitigating security incidents within an agency. Their primary role is to detect, analyze, contain, and recover from security breaches and cyberattacks effectively.

The Incident Responder, Cyber Liaison will:

  • Develop incident response document operational processes and procedures, to operationalize and consistently implement those procedures using skilled staff and technology and will represent the agency’s primary contact with the NYC Office of Cyber Command (OTI).
  • Coordinate with the Office of Technology Innovation (OTI) Cyber Command on Tier requirements for the Agency Incident Response Readiness (AIRR) program.
  • Oversee the incident management process and team members involved in resolving the incident.
  • Oversee the daily operations of the Emergency Operations and Incident Management unit.
  • Plan and direct the activities of staff, verify, and approve work products, set annual goals, mentor, and identify training opportunities.
  • Develop strong working relationships with relevant partners outside of Administration for Children’s Services in order to effectively advance the objectives of the unit.
  • Access problem management, root cause analysis, and postmortem reviews following incident occurrence. Conclude comprehensive data assessment, resolve incidences, and determine prevention of future incidents.
  • Conduct periodical Incident Response Plan Testing. Maintain changes to the Incident Response Plan.
  • Respond to a reported service incident, identifying the cause, and initiate the incident management process as per the OTI AIRR Plan.
  • Conduct forensic investigations and collaborate with law enforcement and other regulatory bodies during and following an incident.
  • Maintain abreast of trends and threats in the cybersecurity space; liaise with internal and external partners to continuously examine and revise policies as appropriate.
  • Perform ad-hoc projects as assigned by the agency CISO.

Note, this position requires one to be available after hours in the event of emergencies.

Qualifications

1. A master's degree in computer science from an accredited college or university and three (3) years of progressively more responsible, full-time, satisfactory experience in Information Technology (IT) including applications development, systems development, data communications and networking, database administration, data processing, or user services. At least eighteen (18) months of this experience must have been in an administrative, managerial or executive capacity in the areas of applications development, systems development, data communications and networking, database administration, data processing or in the supervision of staff performing these duties; or

2. A baccalaureate degree from an accredited college or university and four (4) years of progressively more responsible, full-time, satisfactory experience as described in "1" above; or

3. A four-year high school diploma or its educational equivalent, and six (6) years of progressively more responsible, full-time, satisfactory experience as described in "1" above; or

4. A satisfactory combination of education and experience equivalent to "1", "2" or "3" above. However, all candidates must have at least a four-year high school diploma or its educational equivalent and must possess at least three (3) years of experience as described in "1" above, including the eighteen (18) months of administrative, managerial, executive or supervisory experience as described in "1" above.

In the absence of a baccalaureate degree, undergraduate credits may be substituted for a maximum of two (2) years of the required experience in IT on the basis of 30 semester credits for six (6) months of the required experience. Graduate credits in computer science may be substituted for a maximum of one (1) year of the required experience in IT on the basis of 30 graduate semester credits in computer science for one (1) year of the required IT experience. However, undergraduate and/or graduate credits may not be substituted for the eighteen (18) months of experience in an administrative, managerial, executive, or supervisory capacity as described in "1" above.
