Additionally, the Center has led the development of historic, proactive legislation advancing robust protections for reproductive rights and has built the legal capacity of women’s rights advocates in more than 65 countries and counting.

The Role: 

This is a new role within the Center’s Program Division and will provide management and day-to-day implementation of monitoring, evaluation, & learning (ME&L) responsibilities for a new multi-million-dollar restricted grant funded by Global Affairs Canada (GAC). The role will also contribute to gathering lessons learned from this grant to inform further institutional ME&L and grants management system and process improvements. The Program Manager will work in close collaboration with colleagues in the Africa and Latin America & Caribbean (LAC) regional programs, the Global Advocacy (GA) Department which leads engagement with the UN system, and the Strategy, Evaluation and Learning (SEAL) Department which is the technical department leading ME&L for the organization. This position will report to the Project Director (based in Nairobi), with a dotted line to the Associate Director, Monitoring, Evaluation, & Learning (based in New York). 

The position will be based in Nairobi, Kenya in a hybrid model of 3 days in-office, 2 days working-from-home.

Primary Responsibilities:

Systems, Evidence & Data 

  • Lead the development and implementation of project specific ME&L processes, tools and templates that are aligned with project agreements, organizational ME&L standards, project management practices, and operational workflows. 
  • Provide technical support to project staff and external partners in preparing and implementing ME&L processes that meet a high standard of quality, accuracy and integrity. 
  • Lead in oversight, capacity gaps assessment and capacity building to ensure partners are able to collect, analyse and report quality and consistent data. 
  • Collaborates with colleagues in the Office of the General Counsel (OGC), Program Management Department (PMD), Development department, and partners (as appropriate) to ensure ME&L processes and reporting meet donor compliance requirements. 

Implementation: Evaluation & Learning 

  • Manage internal requests for information/data generated from the ME&L system for the project, including reporting to the Board of Directors and Executive Team. 
  • Provide technical support to the Africa, LAC, and GA teams to prepare donor project narrative reporting, including analysis of realized results, challenges faced, and progress against set indicators for the project 
  • Contribute to implementing the Center’s ME&L system as a core component of strategy and learning, including integrating evaluation and learning processes from the project into program and project management for the Program Division and contributing GAC project results to broader impact reporting 
  • Participate in cross-organizational efforts to identify valuable learning opportunities for use in external relations work. 
  • Support selection and supervision of external consultants for project evaluation assignments, including developing terms of reference, liaising with colleagues, and providing inputs as needed. 

Culture and Transformation 

  • Contribute to the organization’s impact culture by linking M&E results with strategy and learning frameworks. 
  • Contribute to building a culture of strategic thinking and learning across the Center, with a focus on building this culture with GAC project staff and partners. 
  • In collaboration with SEAL, support orientation and capacity building activities with colleagues (and partners, as appropriate) on technical aspects of ME&L. 

Qualifications:

  • Bachelor’s degree in a relevant field (e.g., social science, public health, human rights) with a preference for postgraduate education or professional certification in ME&L or project management. 
  • Minimum of 8 years’ cumulative experience in relevant fields, preferably in global organizations with project management and ME&L system design and implementation. 
  • Experience in designing and implementing ME&L systems including data analysis, synthesis and reporting. 
  • Demonstrated ability in managing MEL for projects relying on institutional funding grants and working in cross-regional teams. Experience managing ME&L for projects funded by GAC is a significant advantage. 
  • Strong skills in data analysis, synthesis, quality assurance, and familiarity with data analysis and visualization software. 
  • Excellent communication, interpersonal, and team leadership skills. 
  • Fluency in English; proficiency in Spanish is an asset.

Compensation: This position's annual salary is KES 6,000,000.
