The Residential Data Analyst Appraiser is responsible for properly discovering, listing, valuing, and defending appealed property values for the residential real property parcels in Sedgwick County. This position will assist research, verification, and assemblage of all residential real estate economic market data. Collection of data will be accomplished through internal and local resources as well as broad regional and national data sources. This is accomplished through properly applied mass appraisal techniques in accordance with directives, guidelines and education promulgated by Kansas State Statutes and the Kansas Department of Revenue, Property Valuation Division, the International Association of Assessing Officers, the Uniform Standards of Professional Appraisal Practices, office policies, and procedures.
Assemble, organize, and document Residential Real Estate market information.
Conduct valuation appeal meetings and assist in the documentation and review of Board of Tax Appeals (BOTA) cases.
Annually assign appraised values for residential real property
Minimum Qualifications: High school diploma or equivalent. Three (3) years of new construction, real estate, appraisal, appraisal appeals, administrative support, or drafting experience. Successfully pass the following mass appraisal courses or the ability to complete the list within two (2) years of hire date: International Association of Assessing Officer’s (IAAO) Course 101 – Fundamentals of Real Property Appraisal, IAAO Course 102 – Income Approach to Valuation, IAAO Course 300 – Fundamentals of Mass Appraisal, IAAO Course 311 – Real Property Modeling Concepts, Uniform Standards of Professional Appraisal Practice (USPAP), Kansas Property Tax Law, Kansas Department of Revenue, Property Valuation Division (KDOR/PVD) – Orion Introduction and Overview of Basic Functionality, KDOR/PVD – Residential/Agricultural Improvement Data Collection, KDOR/PVD – Orion Sales File Development. Must have a properly registered and licensed vehicle to use on a daily basis. Per Sedgwick County policy, this is a driving level position that requires a valid U.S. driver’s license without restrictions and current proof of automobile insurance.
Preferred Qualifications: Bachelor’s degree from an accredited college or university in the areas of business, real estate, new construction, or a related field. Three (3) years of mass appraisal experience. Have one of the following professional designations: Residential Evaluation Specialist (RES), Registered Mass Appraiser (RMA), Assessment Administration Specialist (AAS), or Certified Assessment Evaluator (CAE).
