In Ukraine, Tetra Tech implements the USAID Energy Security Project (ESP), a seven-year project funded by the United States Agency for International Development (USAID) and the largest USAID project in Ukraine so far. USAID ESP’s mission is to enhance Ukraine’s energy security, improve the energy legal and regulatory environment in the country, and increase the resilience of Ukraine’s energy supply to support the country’s economic development and sustain its democracy. Tetra Tech is working closely with the Government of Ukraine to develop competitive energy markets and facilitate private sector-led energy investments to provide affordable, reliable, resilient, and secure energy for all Ukrainians. This project is expected to run through June 2025. 

Position summary & job purpose 

Tetra Tech has an opportunity for a Procurement Audit Coordinator, to support ESP’s overall mission under the USAID ESP. The Procurement Audit Coordinator will play a crucial role in supporting audit activities by planning site visits between ESP and recipients, distributing and collecting documents, coordinating logistical support, providing translation services, supporting and conducting on-site inspections, and performing additional tasks to enhance team productivity and effectiveness. This is a full-time position for 1 year, with the possibility of an extension for another term. This is a Kyiv office-based position in Ukraine. Learn more about the ESP here.

Position responsibilities: 

  • Support planning, coordinating, and scheduling site visits with recipients for the procurement audit team. 
  • Distribute relevant documents and organize logistical support for on-site and virtual meetings. 
  • Support/conduct on-site inspections of equipment based on the guidelines and requests. 
  • Verify, identify, and report any deviations or deficiencies in the quality of delivered goods. 
  • Travel to different regions in Ukraine for site inspections of delivered goods. 
  • Provide language assistance for the procurement audit managers, facilitating clear communication during field visits and meetings with recipients across various cities and oblasts in Ukraine. 
  • Collaborate with relevant departments to ensure all logistical aspects of field visits are properly executed, including travel arrangements. 
  • Coordinate with the security team to obtain prior security clearances in accordance with ESP rules and regulations. 
  • Provide translation services for the procurement audit team. 
  • Perform other relevant tasks required to ensure productivity and effectiveness of the work. 

Minimum qualifications: 

  • Bachelor's degree in a relevant field (Procurement, Law, Engineering, etc.). 
  • 5 years experience in asset verification, audit, procurement, or a related field. 
  • Advanced language skills in Ukrainian and English 
  • Understanding of supply chain processes and documentation. 
  • Effective communication and interpersonal abilities. 
  • Detail-oriented and highly organized with the ability to manage multiple tasks simultaneously. 
  • Proficient in Microsoft Office and other relevant software applications.
