DCR is a statewide agency which employees over 1,000 colleagues. As part of the implementation of the Strategic Readiness Initiative, Administrative Services will ensure a cohesive plan for communication and execution of HR, IT and other Secretariate priorities. 

The Department of Conservation and Recreation seeks qualified applicants for the position of Administrator V – Assistant Director of Administrative Services, located at 10 Park Plaza, Boston, MA. Please submit a cover letter and resume as part of the application process.

POSITION SUMMARY

Reporting to the Director of Administrative Services, the Assistant Director of Administrative Services supports implementing administrative support services; policies and initiatives from EEA human resources shared services, including training services, facilities, IT, and administrative operations; and strategic planning.

CORE RESPONSIBILITIES

  • Supports business and operational policies tied to the agency's strategic readiness initiative and the annual budget.
  • Aid with project management by analyzing administrative systems and procedures to create sound policies consistent with the agency's mission, including data analytics, identifying efficiencies with standard operating procedures, implementing best practices, and influencing the organization's culture.
  • Focus will be on helping ensure the efficient, impactful, and inclusive delivery of services to the residents of the Commonwealth, drive impact for the agency's resources and the environment, and streamline operational efficiencies through data collection, analysis, and management.
  • In collaboration with the Director of Administrative Services, and Strategic HR Business Partner coordinates and facilitates agency hiring exercises to maintain FTE Cap, including ensuring compliance with EEA workstreams and deadlines for new, temporary, and backfill staffing requirements.
  • Under the direction of Director of Administrative Services and in collaboration with the EEA DEI Office, promotes awareness programs and employee resource groups to support an agency-wide culture of inclusivity.
  • Working with the Director of Administrative Services in the day-to-day operations for administrative offices, including but not limited to shipping/receiving, mail, reception, inventory control, on-site and off-site storage, supplies, and IT telecommunication system needs.
  • Support the EEA DEI Office by participating in employee resource groups (ERGs) and other employee events and activities to promote a diverse and inclusive work environment. Oversees administration team data collection and analysis on hiring to maintain FTE cap, including compliance with EEA workstreams and deadlines. Provides guidance and process development as necessary.
  • Assists the director and the administrative team to ensure an agency-wide and coordinated approach to identify efficiencies with standard operating procedures, implement EEA Operations policies and procedures and best practices, and influence the organization's culture.
  • Develops communications of policies and procedures for distribution throughout the organization.
  • Promoting a strong and collaborative team culture.
  • Other duties, as assigned.

WORKING RELATIONSHIPS

  • Has functional supervisor and frequent contact with DCR administrative office staff including working relationships with Senior staff, Regional business managers, and other division managers that are responsible for instituting SOPs.
  • In addition, works closely with EOEEA Secretariat Staff in the areas of HR, IT, and others as required.

PREFERRED QUALIFICATIONS

  • Must possess a knowledge of the state’s HR policies and procedures. 
  • Have strong program management and strategic thinking including ability to modernize efforts through technology and process efficiencies. 
  • Ability to manage professional staff project teams, and implement agency-wide programs, associated reporting.
  • Strong written and verbal communication skills.
  • Ability to collaborate and a team player, able to work with all levels of staff throughout the agency. 
  • Ability to discern which items they can make decisions on and be confident enough to make them.
  • Capability of when to delegate upwards for more difficult or sensitive issues that arise.

EXPERIENCE NECESSARY

  • Work experience with at 2-3 years’ experience. Administrative or operational management.
  • Proven project management experience with strategic thinking incorporating modernization efforts, technology, and process efficiencies. Data analytics a plus.
  • Ability to manage and motivate professional staff and implement agency-wide programs to enhance the professional development and culture of the organization.
  • A collaborative leader able to work with all levels within the organization.
  • Excellent written and oral communications, and ability to execute in a fast-paced environment.
  • Knowledge and proficiency in outlook, MS365 excel, word, PowerPoint.

Qualifications

MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in in Business administration, business management, public administration, public management, clinical administration or clinical management.

Substitutions: 

I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience. 

II. A Bachelor’s degree in a related field may be substituted for two (2) years of the required (A) experience. 

III. A Graduate degree or higher in a related field may be substituted for three (3) years of the required (A) experience. 

IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
