Position Overview: 

SLAC National Accelerator Laboratory is seeking a Project Management Manager who leads a team of Project Managers to deliver world-class design and construction of infrastructure projects in support of world-changing scientific research. In this role, the Project Management Manager will be responsible for supervising and leading a team of infrastructure project managers through initiation, planning, design, construction, and transition to operations for projects up to the minor project threshold, currently set at $30M. The Project Management Manager also assigns (via hard or soft matrix) infrastructure project managers to support major projects ($30M-$1,000M). All SLAC infrastructure projects are executed to support or improve scientific research capabilities, and include new construction or complex renovation of utilities, offices, administrative spaces, scientific laboratories, cleanrooms, and campus-wide supporting infrastructure.

The Project Management Manager will leverage effective team leadership, build trust, and influence others to achieve results in a highly collaborative environment with transparency and integrity. This position will liaise with a broad range of client groups and stakeholders to ensure that project planning, execution, and team communication meet expectations, and to solicit feedback for continuous improvement. The candidate is responsible for setting team goals and is accountable for team compliance with standard project procedures, data, and reporting.

The Project Management Manager will guide projects to support the DOE Laboratory science mission, and should be well-versed in scientific principles and working with stakeholders in the scientific community. The candidate must be experienced with best practices in managing project decisions, cost, scope, schedule, acquisition, delivery methods, change controls, risk, earned value, safety, and quality. Superb written and oral communication skills are required to communicate with all levels of project stakeholders. Prior experience with federal acquisition regulations, federal funding policies, and the DOE Order 413.3B projects is highly desired.

This position is an employee of Stanford University, providing support to the Department of Energy (DOE) contract at SLAC National Accelerator Laboratory. This position requires the highest personal and professional commitment to delivering safe, quality construction project performance. This position reports to Associate Director of Design and Construction Services within the Project Management Office (PMO).

SLAC is a U.S. Department of Energy (DOE) laboratory operated by Stanford University and based in Menlo Park; CA.

Your specific responsibilities include:

  • Lead and manage an infrastructure project management group, including recruiting, hiring, training, developing, evaluating, setting priorities. Provide day to day complex technical and managerial guidance and assign work based on risk and complexity to ensure successful project planning and execution.
  • Evaluate the effectiveness of the organizational structure and programs to ensure success. 
  • As project management service center resource provider, forecast workload requirements and assign project managers to meet all service center requests. Forecast workload requirements, and coordinate with project managers requesting construction management or other services from SLAC service centers.
  • Ensure safe, quality project execution within schedule, budgetary and design constraints; review subcontractor compliance and performance, and recommend corrective actions; and provide alternative methods for achieving goals when necessary.
  • Create and execute business and technical plans and revise as appropriate to meet changing needs and requirements. Evaluate and assess metrics and trends for project management program effectiveness; recommend and implement continuous improvement initiatives.
  • Make independent decisions regarding projects, programs, and initiatives within confines established by management.
  • Develop and manage budgets for the infrastructure project management group.
  • Oversee and/or assist in preparation and submission of documentation, such as progress reports, or other contractual requirements.
  • Complete strategic planning for own work group; may assist higher level management in broader scope strategic planning.
  • Work collaboratively with colleagues to leverage resources for successful project planning and execution.
  • Review, edit, and maintain standard procedures for SLAC infrastructure project management. Develop templates and guides to support standardized work processes. Recommend revisions to standard specifications and general requirements for construction contracts.
  • Review project status and ensure accurate, timely reporting and stakeholder communication.
  • Monitor and maintain safety, quality, and other key performance indicators for infrastructure project design and construction. Assist or lead inquiries to understand causal factors for construction safety and quality performance issues. Recommend and implement change to support a continuous improvement organization and culture.
  • Typically manages and leads project managers who are performing duties at this level:
  • Manage large and complex infrastructure projects with high performance risk, driving successful project execution.
  • Perform the full range of project management cycle: initiating, planning, executing, monitoring and controlling, and closing. Independently lead and direct projects requiring high levels of stakeholder communication, functional integration and involving multiple disciplines.
  • Develop and manage cost plans and resource loaded critical path schedules supported by project controls.
  • Execute project change control to manage project cost, schedule, technical scope, and risk; organize and hold readiness reviews; identify and manage project risks to navigate cost, schedule, and scope constraints.
  • Gather, organize and disseminate project requirements and specifications. Integrate Environmental Safety & Health (ES&H) considerations in planning, design and construction of infrastructure; implement SLAC ES&H policy and best practices in construction.
  • Oversee general contractor activities along with the Construction Manager including safety, configuration, cost and schedule control.
  • Ensure that construction conforms to SLAC policies and engineering specifications under dynamic working conditions.
  • Other duties may also be assigned.

To be successful in this position you will bring:

  • Bachelor's degree in engineering (especially civil, mechanical, or electrical), architecture, construction management, or a related field and five years of progressively responsible, relevant project management experience performing duties similar to those listed above or combination of education and relevant experience.
  • Experience leading and managing a large organization of technical staff through subordinate managers.
  • Experience leading large, complex projects or programs.
  • Demonstrated ability to organize work and to manage multiple projects.
  • Exceptional and effective written and oral communication skills to address a wide variety of audiences.
  • In-depth knowledge and understanding of SLAC operations, administration, community, and mission.

  • Depth of knowledge in technical construction and contract management needed to deliver projects.

In addition, preferred requirements include:

  • Master’s degree in engineering, architecture, project management, construction management, business administration, or related field.
  • 10 plus years of experience in infrastructure design and construction project management, and 4 years of experience as a manager/supervisor.
  • Expert knowledge and experience with the full life cycle of facilities project management phases, from initiation through close-out, for projects from $100k-$30M+.
  • Experience delivering DOE 413.3B projects.
  • Expert knowledge and experience related to gathering stakeholder input; preparing statements of work, estimates, and requests for procurement; preparing budget estimates and schedules; developing plans and specifications; design review and permitting process; design and construction contract administration and change control; commissioning and transition to operations.
  • Experience managing programs and portfolios of facilities projects, tracking and reporting financial and schedule performance, monitoring metrics and KPIs.
  • Knowledge of construction scheduling processes. Working knowledge of Primavera P6, MS Project, and collaborative project-management software.
  • Experience with multiple construction delivery methods, including Design-Build, Design-Bid-Build, CMAR, and multi-prime contracting.
  • Design and construction experience for utilities and infrastructure, new and renovated buildings, specialized laboratories, clean rooms, and experimental science.
  • Experience with federal contracting requirements and specifications.
  • Excellent written and oral communication skills.
  • Advanced working knowledge of Microsoft Office, MS Teams, and SharePoint products

Certifications and Licenses:

  • Professional Engineer (PE) license, or Registered Architect (RA), preferred.
  • PMI Project Management Professional (PMP), preferred.
  • Others as applicable: AIA, DBIA, LEED AP, CMAA CCM, etc., preferred.

Physical requirements and Working conditions:

The expected pay range for this position is $173,000 - $211,000 per annum. SLAC National Accelerator Laboratory/Stanford University provides pay ranges representing its good faith estimate of what the university reasonably expects to pay for a position. The pay offered to a selected candidate will be determined based on factors such as (but not limited to) the scope and responsibilities of the position, the qualifications of the selected candidate, departmental budget availability, internal equity, geographic location and external market pay for comparable jobs.
