The Senior Trade Compliance Specialist for Beckman Coulter Diagnostics is responsible for the EMEA region. This critical role helps to ensure the company’s imports and exports are conducted in accordance with the rules and regulatory requirements of European Customs authorities and other applicable governmental agencies. This role will act as a primary point of contact for inquiries and escalations from Beckman Coulter Diagnostics’ European sites and other stakeholder groups.

You will be a part of the Trade Compliance Team and report to the Senior Trade Compliance Manager responsible for the Import and Export activities in the EMEA region. In this role, you will have the opportunity to:

  • Develop and maintain relevant policy and procedure manuals and standard work documents as required. Lead and/or support various other related trade compliance projects and initiatives.
  • Ensure data integrity with regards to Customs documentation, product classification, country of origin, BTI, Free Trade Agreement eligibility and valuation. Assist the company in preparing, submitting, tracking, and monitor certificates of origin documentation and special permits as required for the import or export of goods. 
  • Effectively interact with multiple government agencies such as Local Chambers of Commerce under the supervision of the Sr. Trade Compliance Manager.
  • Support external Customs audits as required. Monitoring import and export operations in the region. Perform internal audits/risk assessments of import and export transactions.
  • Identify and lead corrective action plans related to process deficiencies, KPI improvements, and broker management.
  • Responsible for GTM export license management and escalation support under supervision of Sr. Trade Compliance Manager.
  • Monitoring and communicating Regional Customs and Trade Compliance Regulatory Changes.

The essential requirements of the job include:

  • Bachelor’s degree with 9+ year’s experience OR Master’s degree with 7+ year’s experience in Law, International business OR Economics is preferred (or equivalent). The years of experience must be in import and export operations and/or global trade compliance related roles.
  • Experience analyzing and interpreting export and import rules and regulations.
  • Fluent in Dutch and English (any other language will be a plus)
  • Working knowledge of export regulations related to denied party screening, export licensing, trade sanctions and embargoes plus direct experience working with global trade management software platforms (ERP, Global Trade Management, and Business Intelligence).
  • Dual Use regulations including, but not limited to, 428/2009, export Control Classification Number (ECCN) and Harmonized Tariff Schedule (HTS) thorough knowledge of EU customs and export control regulations and working knowledge of US regulations (BIS, OFAC)

It would be a plus if you also possess previous experience in:

  • Multiple years’ experience in export and import operations and/or freight forwarder/Broker operations.
