We are currently seeking qualified candidates for the position of Deputy Chief of Party for the anticipated USAID/Morocco-funded Climate Program. This position will be based in Morocco with an expected program office in Rabat and is contingent upon award.  

Project Description 

The proposed USAID/Morocco Climate Program will support efforts to mitigate the impact of climate change in Morocco, promote climate change adaptation best practices, and strengthen the resilience of vulnerable communities to climate change through education, economic growth, and governance programming. The Program will also seek to support Morocco in achieving its Nationally Determined Contributions (NDCs) including adaptation initiatives. Through its implementation, the Program will support the definition of priority actions that will be the most impactful and relevant in catalyzing climate action, building resilience, particularly for marginalized groups, and reducing emissions. As USAID/Morocco aims to advance locally led development and climate action, the Program will explore holistic strategies to strengthen locally led programming that drives scalable climate action and inclusive systemic change. 

Position Description 

The DCOP will report directly to the Chief of Party (COP) and work in tandem with other technical and operational staff to support efficient and effective program implementation. They will take a leadership role in ensuring the program meets stated technical and operational delivery goals, quality standards, and reporting requirements. In support of the COP, they will provide oversight of financial and administrative aspects of the program as well as select technical elements. Working directly with the COP, the DCOP will manage select personnel and other technical and operations staff to ensure all work is of the highest quality and professional expectations. Further, in collaboration and coordination with the COP, the DCOP will also coordinate among USAID, donors, other implementing partners (IPs), and numerous Government of Morocco (GoM) institutions and representatives. Recruitment is contingent upon successful award of the program and the selection of the final applicant is subject to USAID approval. 

Job Responsibilities 

  • Coordinates closely with the Chief of Party (COP) on all technical matters and provides support to the overall leadership and management of the program, including budget formulation and oversight. 
  • Leads select program interventions relating to development and implementation of technical components. 
  • Supports the COP to ensure that all areas of the program are integrated and maximize the use of available project resources. 
  • Co-coordinates technical support to and with local partners and stakeholders. 
  • Co-coordinates planning processes to ensure strategic and cohesive program direction.  
  • Collaborates with the COP to oversee and ensure excellence of technical outputs (activities, strategies and deliverables) of all implementing partner organizations. 
  • Coordinates closely with the COP on all contractual and programmatic implementation matters. 
  • Provides leadership to select technical and operational staff and ensures clear roles and responsibilities; maintains clear lines of communication with program team members.  
  • Collaborates with in-country technical teams, advisors and regional and US-based technical staff to ensure the project is implemented according to organization and industry best practices, the program workplan, and USAID regulations.  Serves as program representative in the absence of the COP.  

Minimum Qualifications 

  • Master’s degree, preferred, in environmental and earth science, climate sciences, public administration, international development, or related field from an accredited university. 
  • Minimum ten years of progressively responsible technical management experience in support of international development programs. (at least five years at a senior level/DCOP equivalent) required. 
  • Demonstrated knowledge of USAID programs, project cycles, project implementation and compliance requirements. 
  • Work experience in Middle East and North Africa required, Morocco highly desired. 
  • Minimum 5 years’ experience in relevant technical areas of this activity—climate change resiliency and adaptation, climate-smart agriculture, and water scarcity —private sector engagement programming desired 
  • Demonstrated ability to work in complex environments, across different cultures, and manage diverse teams to deliver impact within agreed timelines across a broad geographic area. 
  • Demonstrated ability to coordinate local partner capacity building activities, including technical and managerial capacities, when appropriate. 
  • Oral and written fluency in English required; working knowledge of Arabic and/or French preferred.
