Overview

The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization committed to our mission of saving lives and reducing the burden of disease in low-and middle-income countries. We work at the invitation of governments to support them and the private sector to create and sustain high-quality health systems.

CHAI was founded in 2002 in response to the HIV/AIDS epidemic with the goal of dramatically reducing the price of life-saving drugs and increasing access to these medicines in the countries with the highest burden of the disease. Over the following two decades, CHAI has expanded its focus. Today, along with HIV, we work in conjunction with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. Our work has also expanded into cancer, diabetes, hypertension, and other non-communicable diseases, and we work to accelerate the rollout of lifesaving vaccines, reduce maternal and child mortality, combat chronic malnutrition, and increase access to assistive technology. We are investing in horizontal approaches to strengthen health systems through programs in human resources for health, digital health, and health financing. With each new and innovative program, our strategy is grounded in maximizing sustainable impact at scale, ensuring that governments lead the solutions, that programs are designed to scale nationally, and learnings are shared globally.

Program and Position Overview

CHAI’s global malaria and neglected tropical disease (NTD) program provides direct technical and operational support to countries around the globe to strengthen their programs and reduce the burden of preventable, treatable diseases. We support governments to scale up effective interventions for prevention, diagnosis, treatment, and surveillance, with the goals of sustainably reducing the number of illnesses and deaths worldwide in the short-term and accelerating progress towards elimination of malaria and NTDs in the long term.

CHAI's work in malaria Commodity Access provides support for National Malaria Control Programs (NMCPs) throughout sub-Saharan Africa, Southeast Asia, and Central America. CHAI’s Commodity Access Team support involves providing analytical, operational, and management expertise to help CHAI’s country teams and NMCPs achieve high coverage in diagnosing, treating and curing malaria patients. On a global scale, CHAI collaborates with global malaria stakeholders like the Global Fund to Fight AIDs, Tuberculosis and Malaria or the World Health Organization on malaria policies, priorities and strategies to improve patient access to malaria commodities.

CHAI is seeking a Regional Associate to help identify, design, implement and evaluate opportunities that can increase the proportion of malaria patients that is treated and cured across the public, private and community sectors in Lao PDR, Myanmar, Cambodia and Vietnam. The Associate will act as a liaison between CHAI’s country teams and CHAI’s global teams to provide technical support around new or revised global policy guidance on malaria case management, evidence from published or grey literature or learnings and experiences from CHAI’s other regions.

This Regional Associate must have excellent communications skills and cultural sensitivity, as they will be working closely with global and country partners. The successful candidate will have strong organizational and project management skills and will be capable of synthesizing data and literature, conducting rapid analyses and communicating such analyses on a regular basis in a clear and concise manner to colleagues and partners. The Regional Associate will be able to collaborate effectively with other teams, function efficiently in a semi-independent setting, and thus be a self-motivated individual capable of managing multiple tasks at once and making sound independent decisions regarding data analysis.

This Regional Associate will be based in the Greater Mekong Subregion with extensive travel across the region and to other trans-continental meetings roughly 30-50% time.

Responsibilities

Provide technical support including but not limited to:

  • Developing and maintaining strong understanding of the malaria diagnosis and treatment landscape within GMS; and serve as a trusted adviser to CHAI country teams and national malaria programs on issues related to case management.
  • Identifying high priority opportunities to improve the quality and coverage of malaria diagnosis and treatment across public, private and community sectors through scoping exercises and review of routine data.
  • Developing and supporting the implementation of monitoring & evaluation (M&E) plans for CHAI and government case management and tools to include collection, analysis, interpretation, and use of appropriate indicators across GMS.
  • Ensuring documentation and dissemination of topics related to malaria case management and/or supply chain management activities and results through technical reports, presentations, policy briefs, and publications. 
  • Generating, synthesizing, and translating evidence (i.e., via surveys, literature reviews, routine data analyses) to inform government and partner policies and programmatic decision making.

In close collaboration with CHAI’s country and global teams, NMCPs and other stakeholders, provide operational and implementation support including but not limited to:

  • Supporting development and/or update of national guidelines related to diagnosis and treatment, quality assurance and control for medicines and diagnostics.
  • Developing materials for health care workers, including SOPs and training materials to improve adherence to national guidelines.
  • Designing and implementing strategies and detailed plans to address gaps in availability and access to case management services.
  • Expanding access to and effectiveness of community case management networks through targeted and context specific strategies.
  • Designing strategies, plans and tools for the integration of case management and supply chain information into malaria surveillance systems.

Provide support to grant management and regional coordination, including but not limited to:

  • Developing and maintaining strong working relationships with key stakeholders including governments, non-governmental organizations, and academic partners.
  • Supporting grant management and donor reporting for the region and working alongside CHAI country teams to develop programmatic updates.
  • Facilitating regular coordination with country teams, NMCPs and key partners on country activities and priorities.
  • Any other tasks as required.

Qualifications

  • Bachelor’s degree in public health, epidemiology, economics, sociology or other relevant fields with 4 years of professional experience; or master’s degree with 2 years of professional experience.
  • Professional experience in a demanding private sector environment, such as strategy consulting, market research, or public sector advisory.
  • High levels of proficiency in Microsoft Word, Excel, and PowerPoint.
  • Ability to work independently in remote and unstructured settings, to work closely within and across other teams and to adapt to new environments and challenges.
  • Excellent written and oral communication skills in English, problem-solving and strong organizational abilities and detail-oriented approach.
  • Willingness to travel frequently (~30-50% time) and extensively across the region, and to other trans-continental meetings.

Advantages:

  • Knowledge of malaria, NTDs, and/or other infectious diseases.
  • Proficiency in of any of the working languages in the supported countries in Asia – Burmese, Khmer, Laos, and/or Vietnamese.
