Job Description:
World Vision seeks a Deputy Chief of Party (DCoP) for the proposed USAID-funded Somalia Resilience Food Security Activity (RFSA). The goal of the Activity is to improve and sustain the food and nutrition security of vulnerable populations through multi-year resilience food and nutrition security activities. This activity is a 5-year program worth approximately $100 million.
The DCoP is responsible for operational management of the Activity. S/he will provide technical leadership, supervise team members, and be responsible for coordination of all parties. The DCoP must have prior experience effectively managing USAID development activities in similar capacity. S/he must have experience working in Somalia or in a similar context, familiarity with the country’s social landscape, and demonstrated ability to build and maintain relationships with host governments, donors, other donor-funded projects and stakeholders, local organizations, and partners. S/he must have demonstrated experience recruiting, developing, and managing staff, as well as experience managing programmatic and financial reporting.S/he must understand and demonstrate commitment to the importance of adaptive management, gender, and youth issues in development programming and within staff and management of the activity. The DCoP also supports the CoP in leadership and supervision of sub-grantees and sub-contractors while ensuring the security, feasibility, and sustainability of the program and contribution to Child wellbeing outcomes.
This position is contingent upon funding and donor approval.
This position will be based in either Mogadishu, Somalia or Nairobi, Kenya, or a combination of both locations as per the donor preference.
MAJOR RESPONSIBILITES:

In collaboration with the CoP, direct and oversee grant implementation, ensuring that all strategic objectives are met through proper design, staffing, implementation and quality assurance.

Identify and promote clear communications on issues of budget management and programmatic activities, compliance, project operations and documentation.

Identify opportunities for synergy and ensure integration across programme sectors, with other World Vision Somalia programmes and/or with other service providers to maximise impact for beneficiary households and communities.

Manage programme budget within approved spending levels and ensure accurate and timely financial reports to donors and WVUS IPG headquarters staff

Coordinate with other WV and/or USAID-funded in-country programmes and partners to ensure enhanced integration and synergies.

Contribute to the development of innovative approaches, methodologies, and tools to enhance project impact and sustainability.

Assist the COP in organizing and directing the work of programme staff and short-term advisors. Provide supervision, training and performance appraisals.

Evaluate programme performance and determine management plan needed to improve goal achievement by participating and conducting agricultural and health surveys, operations research studies, and rapid appraisals.

Establish and maintain effective project communication systems and knowledge management, including reporting, assessment, and evaluation.
Submit to WVUS timely, accurate, and professional programme reports, including lessons learned and best practices, which meet donor requirements and WV standards.

Lead capacity-building efforts for project staff, partners, and beneficiaries, ensuring the transfer of technical knowledge and skills.

Develop and maintain an adequate human resource plan consistent with WV policies, donor requirements (such as A-110, A-122, A-133, 22 CFR 211, etc.) and local laws.
Ensure and invest in proper technical capacity of the programme staff to manage complex USG funded projects.
