TEMPORARY EMPLOYMENT

SUMMARY DESCRIPTION:

Under direction of the associate superintendent of Employee Engagement and Labor Relations, the coordinator provides program/project planning, implementation, analysis, and evaluation of the critical contract administration, employee engagement, professional learning, labor relations, and compliance initiatives. Work requires the analysis and assessment of unique circumstances and issues. Coordinates and collaborates with school-based, central services and outside organizations on special projects as assigned by the associate superintendent. Works with appropriate staff to develop memos, presentations, and other products. Plans, coordinates, and facilities system wide meetings and trainings across a broad range of areas that include employee and labor relations, contract administration, regulation and policy review and development, and employee conduct and investigations. Works with associate superintendent on strategic planning, process, and performance management programs. Establishes and maintains a strong, positive working relationship with school-based and central services staff and leaders. Facilitates timely delivery of products and services aligned with the office¿s and districts strategic priorities, strategic plans, and other system initiatives.

CERTIFICATE LICENSE:

A current Maryland state Administration and Supervision certificate required.

KNOWLEDGE, SKILLS, and ABILITIES:

Thorough knowledge of MCPS organization and the Board of Education. Strong understanding of the MCEA, MCAAP/MCBOA, and SEIU Professional Growth Systems. Thorough knowledge of current practices and procedures in program development, professional development, interest-based bargaining and leadership, and assessment of programmatic needs to support continuous improvement efforts. Ability to forge positive relationships with staff and community based on transparent, two-way meaningful communications. Skill in communicating and providing engaging adult learning opportunities. Demonstrated comprehensive project and process management skills utilizing information technology systems. Ability to interpret guidelines and apply judgment to nonstandard situations. Ability to manage multiple complex projects and achieve results within required time, functionality, performance, quality and budget requirements. Strong experience in using technology to improve communication and employee engagement, and facilitate timely access to information and participation. Ability to prepare papers and presentations on key work efforts. Ability to exercise independent initiative, establish priorities, organize resources, and make procedural decisions and judgments on sensitive, confidential issues. Ability to work with a diverse team with excellent planning, organization, management, communications (oral and written) and interpersonal skills. Exceptional leadership and supervisory skills, and the ability to maintain confidentiality. Knowledge and application of the six leadership standards that have been established for the Montgomery County Association of Administrators and Principals (MCAAP/MCBOA) Professional Growth System (PGS).

EDUCATION, TRAINING, and EXPERIENCE:

Masters degree from an accredited college or university in educational administration, human resources, or supervision preferred. Five years experience in process management, comprehensive data analysis and data driven decision-making; managing projects that require substantial interaction across all levels of an organization and community stakeholders. A minimum of two years of progressive experience as a school-based or central services administrator, preferably in a school system, and experience utilizing strategic models for developing and monitoring key work processes and key performance indicators. Demonstrated excellence in leading the design of professional development and adult professional learning. Other combinations of applicable education, training and experience, which provide the knowledge abilities and skills necessary to perform effectively in the position may be considered.
