Job Description Summary:

Under limited direction, to manage the Community Relations and Human Rights activities of the Department of Housing and Human Services (HHS). Responsibilities include researching and developing social policy in conjunction with the department leadership team, Human Relations Commission, other city and departments and committees and community groups; assessing and developing responses to community relations issues; managing the enforcement of the city’s Human Rights Ordinance and Failure to Pay Wages Ordinance; serving on various city-wide committees representing the department’s human rights work; and working closely with the Department Director and department leadership team to advance the HHS mission.

Job Description:

1. Ensures enforcement of the City of Boulder’s Human Rights Ordinance and Failure to Pay Wages Ordinance. This includes:

  • Receiving and reviewing formal complaints; obtaining information and statements from claimants and witnesses examining pertinent documents and evidence, drafting findings and conclusions for review and action from the City Attorney’s Office.
  • If necessary, referring complaints to other enforcement agencies. Coordinates municipal court filings with City Attorney’s Prosecution Unit for failure to pay wages complaints.
  • Collaboratively coordinating quasi-judicial hearings with the Human Relations Commission as needed for discrimination appeals; working closely with the City Attorney’s Office on the development of quasi-judicial training for Human Relations Commissioners prior to formal hearings.
  • Addressing public inquiries and providing information to community members about local civil rights laws, or referring to other resources.

2. Oversees and develops the necessary systems, processes, and tools to support human rights in alignment with HHS and city values and goals, including but not limited to the city Human Rights Ordinance.

  • Serving as staff liaison for the Human Relations Commission (HRC); including assisting to coordinate regularly-scheduled meetings, hearings, community forums; researching issues and coordinating policy input from the public and other city departments to assist the HRC development of recommendations for City Council consideration.
  • Working closely with the HHS Deputy Director, department leadership team, and other city departments to understand and advance human rights as part of the mission of HHS and the city. This may include providing guidance on issues related to housing and human services planning and policies.
  • Conducting outreach to and building partnerships with regional government and non-profit agencies and other local and state entities to promote human rights solutions and strengthen human rights practices through the development of innovative methodologies, tools, and resources.
  • Participating and assisting in leading activities that enable staff and community members to learn about human rights issues.
  • Collaborating with staff across city departments to address claims related to the Manufactured Home Community Municipal Code or other regulations. 

3. Performs management tasks including:

  • Developing and managing annual work plans and budgets.
  • Participating in the HHS management team, city wide workgroups or committees, regional collaborative groups as necessary.
  • Providing leadership and coordination for department or city projects involving youth, students, interns or other partners.
  • Collaborating with HHS Communications staff as necessary to respond to inquiries from the public and media.
  • Designing drafts and disseminating reporting data and analysis about human rights activities and outcomes, trends, and community needs for city and public audiences. 

4. Other:

  • Advises and makes program recommendations to the Department Deputy Director/Director.
  • Attends department staff, team and city meetings.
  • Stays knowledgeable and up to date of trends in the community relations and civil rights fields.
  • Commits to the HHS mission, principles and practices.
  • Performs related duties as required by management to meet the needs of the department and city.
  • Takes proper safety precautions to prevent accidents. Responsible for the safety of self, others, materials, and equipment. Uses all required safety equipment and follows all safety regulations, policies and procedures. Reports all accidents and damage to city property.
  • Responsible for knowing and complying with all city and department policies; participating in professional trainings and development; providing leadership and oversight for insuring adherence to the city and department attendance and employment policies.

Minimum Job Requirements:

Bachelor’s Degree in Public Administration, Human Services, Liberal Arts or related field, plus at least five years progressively responsible experience working in local, state or federal government or non-profit organization. Experience in developing and implementing public policy and working with elected officials. Strong analytical abilities for developing recommendations on complex issues involving human rights, systemic inequities and discrimination. Demonstrated administrative, planning, organizational skills. Demonstrated excellent verbal and written communication skills. Familiarity with and experience interacting with diverse populations (e.g., ethnic, economic, racial, sexual orientation, people with disabilities). Demonstrated negotiation and facilitation skills. Demonstrated understanding of equity and inclusivity practices; commitment to addressing the needs of people experiencing inequity and discrimination. Ability to organize and direct community advisory groups. Willingness and ability to attend night meetings. Have and maintain acceptable background information, including criminal conviction history and credit history.

Preferred Job Requirements:

Master’s degree in related field or equivalence in work experience. Knowledge of local community. Bilingual (English/Spanish) with experience in interpretation and enforcement of legal ordinances and quasi-judicial hearing proceedings.
