Key Responsibilities:

Position: Programme Coordinator based in Siem Reap province, and this position will manage ISAF in two provinces Siem Reap and Preah Vihea Provinces, and

  • Monthly fee: Negotiable 
  • Contract Duration: Fixed-term (02 years)

POSITION DESCRIPTION:

The position holder is responsible for leading the ISAF project team and working in collaboration with all partners/stakeholders in the 2-target provinces for successful project implementation. The responsibility will be also involved the management of his/her staff, and specifically ensuring effective coordination for the project operations at districts, and provincial levels.

MAJOR RESPONSIBILITIES:

  • S/he will play a strategic role to ensure the smooth implementation of the project following the social accountability framework, and government policies by strongly advocating the sub-national and local administrations to support the project in their respective provinces.
  • S/he will directly report to Regional Manager (RM) and under technical management of the Operations Manager ISAF
  • S/he will assist RM to provide ISAF technical support and coaching to Area Programme managers (APM) and all relevant assigned AP staff. 
  • S/he will lead and manage the ISAF staff under his/her line management for the implementation of the ISAF project within the target 2 provinces.
  • S/he will engage and work in close collaboration with assigned staff of Area Programmes (AP), Community Accountability Facilitators (CAF) networks, NGO Partners, and government staff (supply side) within the 2 target provinces to meet the expected outcomes of WVIC ISAF implemented activities at district and provincial levels.
  • S/he will review and monitor project progress and issues against the project indicators and data with all relevant partners.
  • S/he will communicate to partners and staff the importance of timely and quality data for project management.
  • S/he will provide technical support to all relevant partners regarding ISAF guidance or technical guidelines like project model, CAF Network and District/Municipality (DMK). S/he will lead, manage, and support the CAF network to lead ISAF activities through Financial partnering or Social Accountability fund.
  • S/he will manage staff recruitment, partnering for performance (PFP), staff case management, and all other staff related matters.
  • S/he will work on project annual planning, and project annual budget preparation (AWPB),
  • S/he will produce reports as required by the ISAF project and AP.

REQUIREMENTS:

  • At least 4 years of experiences in relevant roles in social accountability, advocacy, networking, good governance, project management, project coordination, community development, etc.
  • At least Bachelor's Degree in a related field such as social development, law, politics, international relations, governance, public policy, sociology…
  • Technical knowledge in project management, good governance and social accountability 
  • Excellent understanding of advocacy issues in a development context
  • Strong understanding of public policy, government decision-making processes (especially at the sub-national level) and other civil society networks and coalitions.
  • Understanding of at least one area of public service – health, education, government services (such as registrations and land management).
  • Strong communication, negotiation, influence, problem solving, networking, and partnerships skills
  • Presentation / public speaking skills
  • Khmer is native speaking and Good English in both writing and speaking
  • Good in computer MS Office Skills (MS Words, Excel, Power Point, Internet, email etc)
