Job Summary

The Senior Human Resources Manager is responsible for providing strategic guidance and leadership for HR operations. This position holds responsibility for all HR functions and collaborates with the HR Business Partner (HRBP) to ensure alignment with local labor laws, as well as adherence to TechnoServe policies and philosophies. The HR Manager serves as a competent and trusted advisor to senior management and local staff, navigating the delicate balance between advocating for employees and aligning with organizational objectives. A key aspect of the role involves effective management of complex ethical, compensation, and employee relations issues. The HR Manager is proactive in addressing non-compliant or ethically questionable activities, escalating matters beyond local management when necessary.

Key Roles and Responsibilities

Talent Acquisition and Management

  • Develop and execute a comprehensive talent acquisition strategy, focusing on marketing TechnoServe and building candidate pools for efficient deployment across all programs and roles.
  • Develop a local talent management plan including recruiting protocols, a sourcing strategy, and a searchable database of potential candidates
  • Design and implement Ethiopia talent acquisition processes to enhance candidate selection efficiency and effectiveness that align with global practices.
  • Manage all recruitment activities, reviewing job descriptions and job postings, liaising with agencies, organizing attendance at career fairs, and coordinating interviews.

Performance Management

  • Collaborate with the Country Director to drive a structured, transparent, and objective performance management system
  • Assist with annual Performance Management activities, including training schedules for country office, field, and remote staff.

Career, Talent, and Team Development

  • Collaborate with the Country Director in developing career paths for key roles, fostering a sense of growth within TechnoServe, and identifying skills required for progression.
  • Identify skill gaps and opportunities for talent development, working with managers to fill gaps through on-the-job work, mentorship, and training.
  • Partner with HQ-HR professional development initiatives and programs

Compensation and Benefits:

  • Manage compensation and benefits, ensuring adherence to TechnoServe philosophy and country local laws
  • Act as a contact person during participation in the annual salary survey
  • Update and maintain the salary structure.
  • Manage and administer the benefits programs. Eg. medical cover and life insurance, , and serve as the liaison between employees and HR-HQ.
  • Work with the regional HRBP to lead and track all salary increases related to merit, promotions, and market adjustments, and run reports as required while maintaining fair, and maintain confidential and/or sensitive information.

Employee Relations, Employment Laws, and Policy Development

  • Ensure that all employment contracts are compliant with local laws with special attention to differentiation between definite and indefinite contracts.
  • Identifying and developing a working relationship with local legal counsel, consult regularly with legal counsel and regional HRBP to monitor and manage legal risks
  • Work with the Country Director to identify and implement improvements in local and HR policies, ensuring compliance with local laws
  • Develop and administer HR plans and procedures, ensuring effective communication with the management team.

Internal Communications

  • Work with the country SMT to ensure transparency in organizational principles, goals, strategies, plans, and actions.
  • Serve as the primary contact for internal and external stakeholders on all HR matters.
  • Fully participate in TechnoServe’s HR Community of Practice, providing solutions and lessons learned throughout the organization
  • Provide proactive advice and support for CD and other senior management staff regarding any legislative changes, labor market changes as well and HQ requirements possibly affecting local operations relating to area of responsibility
  • Serve as a trusted confidant to the CD and other local senior managers, helping them to proactively solve local HR matters
  • Network with HR Managers in other similar organizations to keep on top of country-specific trends

Management and Leadership

  • Directly manage HR team as indicated in the country Human Resources department Org chart.
  • Train and provide coaching opportunities to other HR staff within the HR department
  • Support the CD on any management and leadership issues that may arise within the country operations
  • Perform other duties as assigned by the CD and/or Global HR team

Required Skills & Experience:

  • Bachelor’s Degree in Management, Human Resources Management, or related area with a minimum of 10 years of experience managing Human Resources functions, or Master's Degree with 7 years of experience
  • Exposure to other broader functions will be advantageous (e.g., operations, finance etc)
  • Ability to objectively coach employees and management through complex and difficult issues
  • Proven ability to effectively resolve problems or issues by using judgment that is consistent with standards, practices, policies, procedures, regulations, and governmental laws
  • Excellent computer skills (Word, Excel, PowerPoint and HRIS systems)
  • Strong interpersonal and cross-cultural skills
  • Excellent oral & written presentation skills in English and Amharic
