Job Description

The Division of Adult Services provides an array of services for homeless single adults and adult families (families with no minor children). While in shelter, staff focus on diverting clients back to permanent housing, working closely with them to identify other permanent housing options through subsidies, supportive housing, or independent living. Specifically, the Division is responsible for the oversight and contract monitoring as well as social services delivery to approximately 20,340 Single Adults and 2,500 Adult Families which is comprised of more than 5,000 individuals. They ensure that services to the City's most vulnerable population are delivered 24 hours a day, seven days a week, 365 days a year and throughout the five boroughs.

The Department of Homeless Services is recruiting for one (1) Administrative Director of Social Services M-2 to function as an Intake Shelter Director, who will:

  • Provide leadership and guidance to maintain a safe and orderly environment, manage program capacity, ensure the efficient processing of shelter applicants, facilitate alternatives to shelter, and manage assignments into the single adult shelter system.
  • Be responsible for providing technical assistance and supervision to several social service teams which consists of 1st level managers, licensed social workers, community coordinators, community associates and community assistants.
  • Utilize CARES, and other report mechanisms, to track and monitor the various daily statistics, including entrants, demographics, diversions, assignments and exits.
  • Develop and promote standards for quality assurance, conduct routine supervisory reviews in CARES, and review all daily statistical reports for accuracy.
  • Ensure diversion placements meet Agency standards for housing quality.
  • Ensure adherence to agency policies and procedures, provide supervision, and conduct routine staff meetings
  • Manage a professional staff responsible for determining temporary housing needs and alternatives to shelter for single adults as initially recommended by Resource Specialists.
  • Be responsible for responding to all emergencies at the facility and ensuring that they are resolved according to DHS’ policies and procedures.
  • Based on 24/7 coverage

Qualifications

1. A baccalaureate degree from an accredited college or university and four years of progressively responsible experience, in a large governmental agency, business firm, civic or community organization operating in the area of social services, including one year at the administrative or managerial level; or

2. Education and/or experience equivalent to "1" above. Graduate education or a license may substitute for up to a maximum of three years of experience in the area of social services, but not for the one year of experience at the administrative or managerial level as described in "1" above, as follows:

(A) A master’s degree from an accredited college or university in accounting, business, child welfare, counseling, economics, education, finance, human resources, labor relations, management, management science, nursing, operations research, organizational behavior, personnel or public administration, political science, psychology, sociology, social work, statistics, and/or urban studies may substitute for two years of experience; and/or

(B) Graduate education beyond the baccalaureate degree may be substituted at the rate of 30 semester credits from an accredited college or university in the area(s) listed in “2(A)” above for each year of experience up to a maximum of three years; or

(C) A valid New York State Registration as a Licensed Clinical Social Worker (LCSW) or Licensed Master of Social Work (LMSW) may substitute for three years of experience.

However, all candidates must have a baccalaureate degree from an accredited college and one year of experience at the administrative or management level as described in "1" above.
