Organizational Setting

The Department of Safeguards carries out the IAEA’s duties and responsibilities as the world’s nuclear inspectorate, supporting global efforts to stop the spread of nuclear weapons. The primary role of the Department is to develop and implement IAEA safeguards to ensure that there is no diversion of declared nuclear material from peaceful activities and no indications of undeclared nuclear material or activities in a State as a whole.

The Department comprises nuclear safeguards inspectors, responsible for carrying out inspections and verifications of all-safeguards relevant information for nuclear facilities in over 180 States; and technical staff responsible for a wide range of activities including: developing concepts and approaches for implementing safeguards; developing and maintaining safeguards equipment; providing analytical and laboratory services for sample analysis; collecting, evaluating and analysing safeguards-relevant information; providing information and communication technology infrastructure and services; and providing programme coordination support.

The Division of Information Management (SGIM) implements state of the art methodologies and techniques for the collection, processing and analysis of a range of safeguards-relevant information, including declarations submitted by States, evaluations resulting from the analysis of samples or measurements collected during infield activities, and information from open sources, including nuclear trade-related data and satellite imagery. Staff perform data validation and complex information analysis and evaluation to support infield activities and provide key input to the State evaluation process.

Main Purpose

Reporting to the Director, the Associate Coordination Officer (SGIM) is a contributor to the coordination and optimization of projects and processes within the Division of Information Management, supporting programme and finance management, effective communication, and harmonization of Divisional inputs to Departmental processes.

Role

The Associate Coordination Officer (SGIM) is 1) an analyst, reviewing and analyzing information on strategy, programme and procedures, to ensure optimization of Divisional processes; 2) a coordinator, providing input and support and developing expertise and knowledge in the area of programme management, communications, budget planning and implementation, 3) a liaison, collaborating and cooperating with senior managers and programme staff to ensure the effective delivery of Divisional work and 3) a team member and contributor to projects and continuous improvement initiatives.

Functions / Key Results Expected

  • Providing support and guidance to managers on the programme and budget process, including implementation, to ensure that guidelines, policies and rules are followed appropriately;
  • Acting as a focal point for coordinating, reviewing and harmonizing input to Departmental processes in relation to the programme and budget (e.g. submission of Divisional budget draft, assessments, risk register) and with extrabudgetary assistance raising (e.g. formulation of needs for extrabudgetary support, task proposals, and relations with non-traditional partners) to ensure that all associated submissions and reports are produced to expected standards.
  • Contribute to monitoring of HR costs’ and work closely with the Purchasing Assistant (SGIM) for the monitoring of non-HR expenditure to ensure efficient and effective use of Divisional resources.
  • Contributing to review exercises and other transversal Divisional projects as required.
  • Contributing to continuous improvement initiatives and information projects, including supporting documenting Divisional business processes when required.
  • Providing support to Divisional outputs, including proofreading, editing and quality checks.

Qualifications, Experience and Language skills

  • University degree in business administration, management, social sciences, communications or a related field.
  • Minimum of two years of relevant experience, preferably in an international environment coordinating business needs and liaising with relevant stakeholders.
  • Experience in assisting management at all levels, as well as staff members, to facilitate achievements while complying with organizational rules, regulations and practices.
  • Experience contributing to communications initiatives in English language, including proofreading and editing.
  • Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $50377 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 28665*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; Other benefits include 6 weeks' annual leave, home leave travel, pension plan and health insurance.
