Project Description:

The USAID SAVE Biodiversity Activity is expected to address the related issues of biodiversity loss and climate change impacts by enhancing an enabling environment, strengthening key institutions, and leveraging private sector investments and financing toward conservation, adaptation, and mitigation. The Activity will advance the synergy of biodiversity conservation and climate change mitigation and adaptation through the management of critical terrestrial and marine resources to ensure a sustainable provisioning of ecosystem goods and services improving ecological and community resilience.

Job Description:

RTI is seeking a Deputy Chief of Party Operations (DCOP Ops) in the Philippines. The DCOP Ops will be responsible for supporting the Chief of Party in all operational and management aspects of the project. This position will report to the Chief of Party and will be based in Manilla, Philippines.

Position is contingent upon award and funding.

Responsibilities

  • Support the Chief of Party and technical teams in all operational and management aspects of the project, ensuring efficient and compliant technical implementation.
  • Oversee project operation reporting functions to ensure compliance with the terms of the agreement and with RTI and USAID administration policies and procedures.
  • Coordinate the development, implementation, and reporting on detailed management plans that may include but are not limited to subawardee/subcontractor financial tracking, funded deliverable tracking, risk forecasting and mitigation, and financial analysis in assigned areas of responsibility. 
  • Oversee subawards with international and local partners and providing guidance to subawardees on managing project expenses and operations to annual work plan and contract budget and clauses. Ensure contractual documentation is complete and compliant with the terms of the referenced contract. Provide technical assistance as required to build financial management capacity of local partners.
  • Serve as the project liaison with human resources on employee relations matters and documentation for adverse events, ultimately reporting to the COP on all HR matters.
  • Provide contractor’s support to USAID: ensure efficient and timely follow-up for field requests for support and coordination.
  • Collaborate with Chief of Party to identify, mitigate and manage risks and actively participates in the resolution of performance issues with project staff and sub-contractors or sub-awardees.
  • Help foster partnerships and coordination with the client, implementers, and stakeholders.
  • Interact with various levels and locations of the organization for project management and operational support to the project.

Qualifications

  • Bachelor's Degree and 15 years of experience, Master's degree and 12 years of experience, or equivalent combination of education and experience.
  • Minimum of 5 years of progressively responsible experience in operations or financial management, preferably on USAID programming.
  • Demonstrated experience in financial planning and management, procurement, subcontracts, grantees, and operation functions required.
  • Demonstrated skills in building, mobilizing, and leading multidisciplinary teams.
  • Excellent communication and interpersonal skills.
  • Strong skills in project and administrative management.
  • Demonstrated managerial skills.
  • Strong leadership skills across various levels of staff and locations.
  • Ability to work throughout the Philippines.
  • Proficiency in English required.
