The Manager of Human Resources (Human Resources Dept Mgr/Admin (E S 8)) oversees all aspects of Human Resources for approximately 195 Burke Museum/UW employees, including hourly employees. Reporting to the Burke Administrator, the Manager of Human Resources leads hiring, recruiting, and new employee onboarding efforts, and provides guidance, coaching, and support for all division managers and staff members. This position ensures that all employee relations, training, employment processes, volunteer management, recruiting, and safety programs follow established procedures and remain in compliance with Burke Museum and UW policies as well as local, state, and federal law. The role includes ongoing staff education related to HR policies. An HR leader who exhibits strong business acumen, coaching skills, excellent communication skills, strategic thinking, and planning/project management is key for this position.

DUTIES AND RESPONSIBILITIES

HR Management - 50%:

Remain current on all laws, regulations, and policies, to include Union rules, leave, payroll, hiring, volunteer management, and performance management.

Communicate with and train staff on human resources policies/standards.

Provide guidance and coaching to managers relating to employee concerns, problems, and disciplinary actions. Counsel employees directly when necessary.

In partnership with the Administrator and other Burke leadership, address complaint investigations, discipline, crisis intervention, and dispute resolution. Work closely with UW HR as needed.

Partner with the Burke leadership team to award professional development funds to staff.

Recruitment/Hiring/Compensation - 30%:

Manage all aspects of the recruitment process, from job description development to final hire.

Partner with leadership to create job descriptions and execute outreach strategies that reach diverse workers effectively.

Provide orientation to new staff and prepare onboarding materials. Ensure employee onboarding provides a seamless candidate experience.

Proactively evaluate and recommend reasonable and equitable results for compensation issues and concerns.

Lead efforts in annual salary reviews against market data. Work closely with the Administrator of Finance & HR to ensure competitive compensation to recruit and retain top talent.

Records Management - 10%: 

Prepare new employee personnel files; maintain all HR-related files/forms.

Assist with the preparation and management of UW payroll, and leave records.

Conduct exit interviews to identify issues within departments and the museum, and provide recommendations for improvement, when appropriate.

Volunteer Program Management - 10%:

Collaborate with the Administrator to administer the volunteer program, including staffing of the program. 

MINIMUM REQUIREMENTS

Bachelor's degree in human resources, management, business or related field, and three years’ experience, or an equivalent combination of education and experience.

Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.

ADDITIONAL REQUIREMENTS

Sound judgment, ability to maintain confidentiality, and effective communication skills.

Experience with personnel management and employee counseling.

Strong cultural sensitivity.

Previous supervisory experience with the opportunity to supervise a staff person in the HR department.

DESIRED QUALIFICATIONS

Experience with University of Washington policies, personnel, leave, and payroll systems, such as Workday, UWHires, etc.

HR certification (PHR/SHRM-CP or SPHR/SHRM-SCP).

Familiarity with faculty personnel processes. 

Experience working in a union environment.

CONDITIONS OF EMPLOYMENT

Ability to work a flexible schedule that occasionally involves work on weekends and holidays.

Ability to work in an environment visible to the public with visual and audible distractions.

Wear required credentials at all times and work attire/uniforms and name tags as required by position.
