OBJECTIVES OF THE PROGRAMME

To achieve the elimination of Malaria, Lymphatic Filariasis and prevention-control of Dengue in Myanmar by implementing targeted intensified and accelerated approaches to reduce morbidity and mortality of these diseases. The team supports integrated people-centered care approaches by strengthening interventions through primary health care, community, civil society organizations and private sectors for prevention, diagnosis, care and treatment of these diseases and conditions along the life-course, while ensuring to reach the unreached and achieving universal health coverage. To expand the implementation of the malaria and other vector borne diseases strategy and strengthen disease elimination/control by applying effective strategies and policies including those related to drug resistance; increasing the involvement of communities, health care providers, nongovernmental organizations and corporate partners through increased country support and strong partnerships; and to strengthen surveillance, monitoring and evaluation.

DESCRIPTION OF DUTIES

Under direct supervision of the WHO Representative to Myanmar and with the technical support of the Regional Malaria Advisor, SEARO, the incumbent will provide technical and managerial support to the Malaria Control Programme, Dengue Prevention and Control Programme and Lymphatic Filariasis Elimination Programme of Myanmar. The incumbent will perform the following duties and responsibilities: 

1. Collaborate, provide advice and technical support to national counterparts and partners in development of appropriate policies, strategies, and guidelines in all aspects of programme planning, organization, implementation, scale-up and evaluation of activities and their revisions for the elimination of malaria in Myanmar and the containment / elimination of drug-resistant parasites in affected areas;

2. Provide technical support for the development, implementation and rapid scale-up of a short- and long-term intensified and accelerated strategies and drug-resistance containment/elimination strategy and workplans and secure resources;

3. Provide technical support in programme management working with counterparts and civil society organizations on the preparation of work plans, action plans, logistics, budgets, reports and proposals as required by the Global Fund to fight AIDS, Tuberculosis and Malaria (GFATM), and other donors;

4. Provide technical support for coordination, planning, implementation, monitoring and evaluation of malaria elimination and control activities of Mekong Malaria Elimination Programme including those supported by Global Fund to fight AIDS, Tuberculosis and Malaria (GFATM);

5. Support continued epidemiological analysis of diseases via gathering evidence to fill knowledge gaps regarding an appropriate containment /elimination strategy;

6. Support the review and revision of the current malaria risk stratification to identify risk population and areas, evaluation, and revision of programmes to provide guidance to implementers for prevention, diagnosis and treatment of malaria;

7. Cooperate and coordinate with nongovernmental organizations, donors, research institutions and other stakeholders in eliminating malaria and support the Malaria Control Programme in partner coordination as secretariat to Malaria Technical Strategy Group;

8. Collaborate with the other vector borne disease programmes (Lymphatic filariasis and Dengue) and provide advice and technical support to national counterparts at various levels for elimination of Lymphatic Filariasis and prevention and control of Dengue;

9. Accelerate Lymphatic Filariasis elimination through implementation of triple drug therapy, conduct impact assessment surveys and establish up morbidity management and disability prevention programme;

10. Promote south-to-south collaboration and regional cooperation in the elimination/ control of malaria and other vector borne disease in WHO Mekong Sub-Region and WHO South East Asia Region; and

11. Perform any other tasks as assigned by the WHO Representative.

REQUIRED QUALIFICATIONS

Education

Essential: Recognized university degree in medicine (i.e., MBBS/MD) with Master degree in public health, tropical medicine, entomology, medical parasitology, and/or epidemiology from a recognized university.

Desirable: Postgraduate degree or training in programme management, leadership, negotiation, programme evaluation.

Experience

Essential: At least 10 years of relevant experience, including considerable international experience working in challenging operational environment, running a complex public health programme, especially malaria and other vector borne diseases (Lymphatic Filariasis and Dengue)

Desirable: Extensive managerial field experience relate to malaria elimination, lymphatic filariasis elimination and prevention and control of dengue. Advocacy and negotiation skills with partners and donors.

Skills

  • Experience in communicable disease epidemiology and vector borne disease control and elimination with skills in management, training, advocacy and lager scale resource mobilization.
  • Very good understanding of country, regional and global malaria control and elimination strategies; demonstrated experience of operating in challenging operational environment, humanitarian context, and armed-conflict, proven ability to tailor programmes to challenging operational environment.
  • Good understanding of concepts and principles of Regional approach on malaria elimination including the Mekong Malaria Elimination Programme partnership, cross border reengagement and malaria drug resistance.
  • Ability to assess malaria prevention and control programme and plan, coordinate and monitor, advise cooperate and negotiate with the national authorities, partners and associated funding agencies.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 92,731 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2851 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
