Project Summary:

The purpose of Afghanistan Monitoring, Evaluation, and Learning Activity (AMELA) is to provide monitoring, evaluation, and learning support services/assistance to strengthen the implementation of USAID development programs in Afghanistan, and to build the technical M&E knowledge and skills of USAID/Afghanistan Mission staff and stakeholders. The services provided under AMELA will contribute to supporting USAID/Afghanistan as an effective development organization with strong learning and adaptive management processes. At the request of USAID, the AMELA is assessing aspects of education in Afghanistan.

Position Summary:

The Education Assessment Quantitative and Survey Specialist will assist in the quantitative component of the study and lead analysis of the quantitative data, under the direction of the Chief of Party and the AMELA Component One Technical Lead. The estimated level of effort for this position is up to 40 days.

Responsibilities:

  • Design all quantitative instruments.
  • Lead analysis of the quantitative data.
  • Assist in drafting and reviewing the final report as requested.

Qualifications:

  • Bachelor’s degree in the relevant field is required. Master’s degree is preferred.
  • Minimum three years of experience required.
  • Minimum seven years of experience in international development is preferred.
  • Experience and knowledge of research, and assessment of education initiatives are required.
  • Experience delivering high quality reports to USAID and other donors.
  • Experience designing and completing high quality evaluations, which may include rigorous mixed-methods evaluation, preferred.
  • Experience working with USAID and/or other international donors, preferred.
  • Strong written and oral language communication skills in English required.
