Project Summary:

The purpose of Afghanistan Monitoring, Evaluation, and Learning Activity (AMELA) is to provide monitoring, evaluation, and learning support services/assistance to strengthen the implementation of USAID development programs in Afghanistan, and to build the technical monitoring and evaluation (M&E) knowledge and skills of USAID/Afghanistan Mission staff and stakeholders. The services provided under AMELA will contribute to supporting USAID/Afghanistan as an effective development organization with strong learning and adaptive management processes. At the request of USAID, the AMELA is assessing aspects of education in Afghanistan.

Position Summary:

The Education Assessment Team Lead will take the lead on delivering a high-quality final report that adheres to the scope of work (SOW), under the direction of the Chief of Party (COP) and AMELA Component One Technical Lead. The estimated level of effort for this position is up to 60 days.

Responsibilities:

  • Provide technical direction and team leadership for the assignment, including responsibility for all deliverables such as the final reports, presentations, and fact sheets.
  • Work under the direction of the AMELA team leadership to ensure the integrity, fidelity, and continuity of the survey data and evaluation throughout the survey waves.
  • Provide technical guidance to the staff, consultants, and other partners brought on board to support this activity under the AMELA contract.
  • Act as the primary author for all assignment reports.
  • Assist the design process as needed, which will primarily involve working with the Quantitative Survey Specialist, COP, and Evaluation Team Lead.
  • Assist in analyzing the survey results.
  • Assist AMELA as needed liaising with USAID/Afghanistan, and the commissioning technical office.
  • Deliver presentations as required.
  • Facilitate, participate in, and contribute to technical and coordination meetings, workshops, learning platforms, capacity building exercises, and other events if required.

Qualifications:

  • Bachelor’s degree in the statistics or similar field is required. Master’s degree is preferred.
  • Minimum of three years of experience required.
  • Minimum seven years of experience in international development is preferred.
  • Experience and knowledge of research, and assessment of education initiatives, stakeholder facilitation; and international development program evaluation are required.
  • Experience delivering high quality reports to USAID and other donors.
  • Experience designing and completing high quality evaluations, which may include rigorous mixed-methods evaluation, preferred.
  • Experience working with USAID and/or other international donors, preferred.
  • Strong written and oral language communication skills in English required.
