OBJECTIVES OF THE PROGRAMME

To achieve the control of communicable and noncommunicable diseases throughout the Western Pacific Region by targeting the reduction of morbidity and mortality of such conditions and diseases, the Division of Programmes for Disease Control supports integrated people-centred care approaches by strengthening primary health care services for prevention, diagnosis, care and treatment of target diseases and conditions along the life-course, while ensuring to reach the unreached and achieving universal health coverage. The Integrated Communicable Disease Control (ICD) unit is placed at the core of the division to tackle communicable diseases in the Western Pacific Region in achieving the goals of "Reaching the Unreached". ICD unit integrates End TB and Leprosy, HIV, Hepatitis and Sexually Transmitted Infections, Malaria, and Neglected Tropical Diseases and Surveillance to take a systems approach for impact-oriented implementation of communicable disease control programmes at regional and country levels. ICD works for action across government and society in strengthening integrated, people-centred care, and prevention of communicable diseases in the Western Pacific Region by advocating for bold policies and supportive systems, intensified research and innovation, establishing strong partnerships and strengthening surveillance, monitoring and evaluation. Focus areas of the programme are regional and country adaptation of evidence-based policies and strategies, facilitation of coordinated multisectoral actions, enhancement of intervention and service delivery.

DESCRIPTION OF DUTIES

Generic Duties

  1. Provide technical input to the work program in the area of Integrated Communicable Disease Programmes focusing on HIV, viral hepatitis, and STIs.
  2. Undertake research, on CD public health topics to facilitate the development and implementation of CD health programmes and activities. 
  3. Conduct the implementation of a research agenda on CDs including promoting operational research on cost effectiveness of community-based interventions for CDs.
  4. Monitor work plans and budgets including resource mobilization for the work programme and follow up on the implementation of planned activities.
  5. Analyze data of best practices in implementing CD surveillance, and prevention and control strategies and prepare and disseminate information.
  6. Conduct capacity building in health promotion, prevention, screening, diagnostics, treatment, integrated service delivery, and elimination of mother-to-child transmission of HIV, hepatitis, and STIs;
  7. Serve as a technical resource for WHO country offices concerning CD; respond to inquiries and provide detailed and technical information concerning related principles, practices, issues, measures, techniques and procedures.
  8. Participate in country missions including community and facility level activities concerning the prevention, diagnosis and treatment of CD; prepare and deliver oral presentations; compile, prepare and distribute related informational materials.
  9. Exchange information with counterparts in technical departments at HQ, Regional and Country Offices, and with donor and development partners (UN and bilateral) on implementation of policies and strategies related to communicable disease activities.
  10. Review and ensure quality assurance and relevance of contractual engagements with partners and institutions and make recommendations regarding WHO's support.
  11. Provides technical support to the Member States through WCOs in the development and implementation of HIV, viral hepatitis, and STIs policies, strategies, and plans and the adaptation of the WHO technical recommendations, with a particular focus on Reaching the Unreached through PHC;
  12. Enhance systems approach to harmonize and integrate HIV, viral hepatitis, and STIs services to the other relevant programs and the health systems;
  13. Support advocacy through regional communications for World Days, including World AIDS Day and World Hepatitis Day;
  14. Perform all other related duties as assigned. 

REQUIRED QUALIFICATIONS

Education

Essential: A first university degree in a health related field (such as medicine, public health, epidemiology).

Desirable: Advanced university degree (Masters level or above) in any of the above mentioned fields. Post graduate degree in Medicine/Public Health/Communicable Diseases.

Experience

Essential: At least five years of progressively responsible professional experience in communicable diseases including HIV, viral hepatitis, and sexually transmitted infections, focusing on the areas of investigation, surveillance, and control, as well as developing guidelines for implementing disease prevention programmes.

Desirable: First hand working experience at the national and international levels, which may include experiences in medical, laboratory, or social services.

  • Knowledge of country situation with regard to Communicable Diseases with good understanding of relevant country's needs in the Western Pacific Region, priorities and policies, along with WHO's policies, practices, guidelines and procedures in the related areas and ability to apply them in the country setting.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 64,121 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2576 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
