Purpose of the position (based in Free State or Mpumalanga)

The Finance and Operations Manager will be responsible for and serve as primary coordinator for all aspects of project finance, administration, compliance, and sub-award management for a large-scale USAID-funded program focused on prevention, care and treatment of HIV/TB in South Africa. Reporting to the Chief of Party (COP), they will provide leadership for operational functions including financial and grants management, human resources (HR), procurement and supply chain management, and logistics for the project. They will guide senior operational staff and ensure compliance with donor and BroadReach rules and regulations, efficient and effective use of resources, and management and mitigation of risk.

This position is contingent upon funding.

Key Accountabilities

  • Work with COP on integrated management of all project finances, ensuring effective use of resources to achieve project objectives in compliance with donor requirements.
  • In collaboration with the COP, design, develop and adapt policies, guidelines and criteria for the management of project finances and sub-awards in accordance with BroadReach standards and donor regulations.
  • Contribute to project planning and delivery by providing input on needed investments in operations capacity – systems, processes and staffing – that support high-quality programming.
  • Provide technical assistance to staff and partners on administrative policies and procedures for finance and grants management, including advising partners on financial accounting, reporting, procurement, and other compliance practices associated with the project.
  • Support the full cycle of grants management activities beginning from pre-award assessments, monitoring/compliance visits and close-out procedures.
  • Plan, integrate, coordinate, and monitor day-to-day project operations to ensure all support services are delivered with high-quality in an efficient manner. Address issues where operations need to be adapted for complex programming.
  • Set and provide technical oversight of internal processes for approving expenses, monitoring spending, and making budget adjustments in line with operational and programmatic needs and with donor requirements.
  • Oversee and ensure compliance of procurement systems and operating procedures and organize procurement functions with BroadReach procurement principles, standards, and policies; donor regulations; and local statutory requirements.
  • Oversee HR processes and activities to ensure they meet the latest BroadReach, donor, and local legal requirements and standards, reflect best practices and foster diversity and gender equality.
  • Collaborate with programmatic staff to ensure appropriate project expenditures in line with financial plans and proper stewardship of resources. Anticipate, identify and address challenges that affect optimal utilization of program assets and resources.
  • Effectively manage talent and supervise finance and operations staff, manage team dynamics and staff well-being, and ensure a positive and inclusive work environment.
  • Oversee compliance with BroadReach and donor requirements and local laws and regulations through periodic system checks, review and assessment of operational policies and procedures.

Qualifications

Essential qualifications 

  • Advanced degree in Business Administration, Finance, Accounting, or other relevant field, or a Bachelor’s degree with 10 years of relevant experience.

Experience & Skills

  • Minimum of 8-10 years of relevant experience, with at least 7 years in a similar role in a medium to large international donor-funded program
  • Minimum of 5 years of experience managing USG funds, including sub-award management.
  • Minimum of 5 years of operations management experience including HR, procurement, logistics, administration, compliance, and ICT.
  • Minimum of 5 years of experience in direct supervision of professional staff.
  • Management experience in all aspects of budgeting, forecasting, and maintaining other planning and control procedures.
  • Up-to-date working knowledge of international financial reporting standards and experience in preparation of accounts in accordance with those standards. Experience in multi-currency, multi-company, and multi-jurisdictional accounting.
  • In-depth knowledge of relevant South African laws and regulations; South African nationals strongly preferred.
  • Experience developing and interpreting statistical and accounting information and analyzing and reporting variances. Experience presenting financial information to a non-financial audience.
  • Excellent computer skills, including financial management software packages.
