Project Description

The anticipated El Salvador Local Governance Support activity will improve local governance to increase transparency, accountability, and responsiveness, improving citizens' confidence in national and municipal level government. The Activity will improve administrative planning and public services to enhance living conditions and increase opportunities for social development. 

Position Description

RTI is seeking a Chief of Party (COP) for the USAID-funded El Salvador Local Governance Support activity. The COP will be responsible for overall management, strategic direction, and leadership of the activity, ensuring all project deliverables are met or exceeded within budget and in compliance with RTI and USAID rules and regulations and local law. This position will be based in San Salvador, El Salvador, and will report to USAID/El Salvador and the RTI Project Manager.

Position is contingent on award and funding.

Responsibilities

  • Lead and manage the El Salvador Local Governance Support activity, providing strategic direction to all project staff (technical, administrative, financial, operational, logistical).
  • Oversee technical design and implementation of the activity to achieve results and impact.
  • Serve as the primary liaison with USAID/El Salvador and the Government of El Salvador (GOES) to ensure exceptional quality and timeliness of activity deliverables within budget.
  • Ensure coordination and collaboration with other USAID-funded activities as well as other relevant actors and stakeholders to ensure complementarity and avoid duplication of efforts.
  • Responsible for effective relay of all pertinent information to Home Office Project Manager to ensure high-quality reporting and planning, this includes quarterly and annual reports, success stories, and other written documents.
  • Provide overall quality review, feedback, and mentoring of key personnel so that they are motivated, focused, and positioned to deliver high-quality outcomes; Promote a positive and productive team environment.

Qualifications

  • Master’s degree plus a minimum of 12 years of experience in leading and managing governance projects similar in scale.
  • Sound knowledge of the governance sector across El Salvador, experience in private sector engagement and coordination with multiple stakeholders and experience of managing international donor projects.
  • Demonstrated knowledge, skills, experience, and abilities to provide technical and management leadership to a governance program and to effectively manage a program of similar scope and size.
  • Possess strong managerial, leadership, and communication skills.
  • Extensive and substantive experience working with counterparts at various levels of government, as well as with non-government and regional organizations.
  • Strong technical expertise, superb management skills, and exceptional writing and communications skills in Spanish and English.
