Offshore Wind NEPA Specialist/Project Manager

ICF is seeking a National Environmental Policy Act (NEPA) Specialist/Project Manager to support our growing offshore wind portfolio. The NEPA Specialist will have the opportunity to provide direct support as a liaison to the lead Federal agency, the Bureau of Ocean Energy Management (BOEM), as well as opportunities to work across ICF’s renewable energy portfolio.

The NEPA Specialist will work side by side with BOEM to complete the NEPA EIS and associated consultations for offshore wind projects. There will also be additional opportunities to serve in project management or technical analysis roles for ICF’s renewable energy portfolio.

What you will be doing:

  • Provide support to the BOEM NEPA lead from post award kick-off through Record of Decision (ROD) for the EISs to which you are assigned.
  • Be a BOEM-badged contractor.
  • Provide assistance to the BOEM NEPA Coordinator in managing the EIS.
  • Coordinate with BOEM and Contractor subject matter experts) in the development of the EIS and completion of agency consultations.
  • Support the BOEM project team in all aspects of agency coordination and consultation.
  • Maintain a thorough understanding of NEPA, including staying up to date on case law and providing support on complex projects to accurately advise clients.
  • Write proficiently with ability to manage multiple project timelines with competing deadlines and budget constraints.
  • Interface directly with clients and help build and maintain great relationships.
  • Review and author deliverables.

What you need to have (minimum qualifications):

  • Bachelor’s degree in environmental studies, urban planning, cultural resources or related discipline
  • 5+ years professional experience NEPA compliance, developing impact analyses for NEPA documents, and/or managing the development of NEPA documents

What we would like you to have (preferred qualifications):

  • Master’s degree or higher in environmental studies, urban planning, cultural resources or related field
  • Project management team experience on NEPA project and EIS projects is preferred.
  • Experience preparing and managing high-quality NEPA documents for federal, state, and local government agencies.
  • Experience interfacing with clients.
  • Advanced knowledge and understanding of NEPA and related special purpose laws such as the National Historic Preservation Act (NHPA) and Endangered Species Act (ESA).

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position. The pay range for this position is:

$69,862.00 - $118,765.00
