POSITION SUMMARY:

The Associate Director of Impact and Analytics will lead the buildout of a new data tracking system that allows ECS to serve over 7,000 participants every year and serve as a program evaluation subject matter expert for key areas of ECS programming. In this role you will project manage the design and buildout of new case management software, working with internal and external stakeholders to make sure that the result serves the needs of all ECS stakeholders. At the same time, you will take oversee ongoing data and analytics work in a subset of ECS programs, working in partnership with a data analyst to build a process and culture of continuous, data-driven improvement in those programs.

PRIMARY DUTIES AND RESPONSIBILITIES:

Systems

  • Lead the design and continuous improvement of ECS data tracking systems, including an upcoming development and transition to a new case management system of record.
  • Ensure that all staff have appropriate training and support for their use of ECS data tracking systems, such as by writing documentation, designing and delivering trainings, and gathering end-user feedback.
  • Ensure the appropriate handling of sensitive information in ECS data systems.
  • In collaboration with the Director of Impact and Analytics, provide program leadership and oversight.
  • Oversee data collection and evaluation activities in one or more ECS program areas, including Housing, Interim Housing, Healthy Aging, Workforce Development, or Behavioral Health, depending on your prior experience.
  • Supervise one or more Impact Analysts working with those programs as they perform data analysis, reporting, data quality monitoring, data entry, and training.
  • Model a leadership style that is collaborative, supportive, and encouraging to staff, allowing independent judgement and decision making.
  • Help identify and organize professional development opportunities and training for the department staff.
  • Collaborate with the Director of Impact and Analytics to design outcome metrics and evaluation strategies for new programs and initiatives, especially within the support services programs.
  • Help design and lead impact research initiatives combining both quantitative and qualitative data.
  • Prepare reports, presentations and other analyses that communicate programmatic impacts, successes, weaknesses, and opportunities using a mix of quantitative and qualitative data.
  • Collaborate with Program Directors and external agencies to identify and support program evaluation needs related to specific grants or organizational priorities.
  • Stay current and engaged in the evaluation field to ensure knowledge of key trends, best practices, innovation, and access to high quality evaluation resources.
  • Ensure the highest standards of data analysis, and effectively communicate implications and recommendations.
  • Demonstrated ability to appreciate differences in perspectives and points of view and work collaboratively with colleagues toward shared goals and objectives.
  • Strong experience working with diverse populations.

QUALIFICATIONS:

  • Experience leading the creation or significant overhaul of a case management database, CRM system, or EHR.
  • 3+ years’ experience designing and implementing measurement and evaluation tools, approaches and frameworks.
  • 2+ years of direct management experience and a track record of helping new and experienced team members grow, develop, and achieve outcomes; must be able to motivate and coach staff and handle difficult employee situations.
  • Commitment to evaluating programs and outcomes through an equity lens and using data as a force for social good.
  • Experience combining data of multiple types and sources into one analysis and coherent picture.
  • Ability to blend strategic and practical considerations for excellent decision making.
  • Strong project management experience and ability to simultaneously facilitate the work of multiple teams.
  • Strong interpersonal skills and a track record of building rapport with partners and stakeholders of diverse backgrounds, perspectives, and communication styles.
  • Intermediate skills using Microsoft Excel and Google Spreadsheets (i.e. VLOOKUP, compound IF Statements, Pivot Tables etc.)
  • Experience evaluating workforce, housing, or senior programming a plus.
  • Experience with Salesforce and Tableau is a plus.

Must secure finger image screening, annual TB screening, and be fully vaccinated showing proof of COVID vaccination and boosters.
