DIVISION OF HOMELAND SECURITY AND EMERGENCY MANAGEMENT

This position is located within the Division of Homeland Security and Emergency Management (DHSEM). The Division of Homeland Security and Emergency Management (DHSEM) is a dynamic and diverse team that is committed to developing, administering and coordinating comprehensive and integrated statewide emergency management and homeland security programs. ABOUT THE WORK UNIT

The Office of Emergency Management conducts the four phases of emergency management (Preparedness, Response, Mitigation and Recovery) in coordination with other State Agencies and in support of local jurisdictions. It integrates emergency management efforts across all levels of government, including state, local, tribal and federal.

Field Operations Section:

Provides emergency management expertise across the five mission areas of prevention, protection, mitigation, response and recovery to counties and municipalities. The unit provides technical and programmatic emergency management assistance in support of State and Local homeland security and emergency management goals. This work unit assists counties and municipalities with all-hazards emergency operations plans, mitigation plans and community preparedness and resiliency plans. Field Operations assists communities and municipalities with training and exercises and emergency management professional development. This work unit coordinates and integrates the efforts of field representatives from other state agencies and departments. Field Services transmits local requirements to the Office of Emergency Management (OEM) and provides local situational understanding and awareness to OEM. During incidents, Field Operations serves as the OEM liaison to local emergency management agencies. Additionally, this work unit manages and oversees the five state all-hazards incident management teams and Auxiliary Communications Unit. It provides training opportunities to the teams and monitors team qualification and availability.

WORK ENVIRONMENT 

  • Mostly sedentary
  • 8am-5pm Monday to Friday
  • Hybrid schedule (3 days in office) with the potential to change
  • May require statewide travel for meetings and or trainings to include overnight travel.

About the Job

The purpose of the Field Operations Program Specialist is to support the Field Operations Management and Grants Specialist in the coordination and execution of State and Federal grants managed by the Field Operations Section. In addition, the position will support the day to day operations and strategic planning for the Field Operations Section. The Program Specialist will support the section by assisting the Field Operations Manager and Supervisors with administrative tasks, coordination of meetings and conferences, team vehicles and logistics as well as support to the SEOC.

Key Responsibilities: 

  • Grants Administration : manages federal and State awards and is responsible for understanding the grant programs to ensure all funding is managed appropriately.
  • Provides technical assistance to sub-recipients of grant awards, processing reimbursement requests, and processing closeout requests.
  • Procurement requirements and decides if the information is sufficient to justify program eligibility.
  • Reviews compliance of sub-recipient information with State Grant Agreements and decides if the information is sufficient to justify program eligibility.
  • Assists with Federal grant reporting to FEMA.
  • Assists in the preparation of reports to agency and State leadership as necessary.
  • Supports sub-grantees with the implementation of grant agreements.
  • Assists in the preparation of contract documents for DHSEM grant management and finance staff.
  • Documents the current status of projects and tracks concerns and responses to identified issues.
  • Provides administrative and technical support to the Field Operations Section within the Office of Emergency Management. Provides analytical support to the Field Operations Supervisors and the 10 Field Managers prior to, during, and following a major emergency or natural or human-caused disaster.
  • Evaluate purchase requests to determine appropriate procurement. 
  • Assist with completing vehicle maintenance, purchase, and inventory. 
  • Contract with hotel or meeting venue for team meetings. 
  • Coordinate team equipment and assist with on-boarding and off-boarding of employees. 
  • Acts as a point of contact for State issued credit cards.
  • Plans and supports Emergency Management conferences and local Emergency Management Academies.
  • Establish planning meeting schedules in coordination with conference planning committee and with the direction from Field Operations leadership.
  • Contract and coordinate with hotels and meeting venues, and wraparound services.
  • Establishing lodging, coordinating conference information and registration.
  • Develop, maintain, and communicate budgets associated with conferences and academies.

MINIMUM QUALIFICATIONS (EDUCATION AND EXPERIENCE) 

Option 1 (Work Experience): 

Six (6) years of full-time demonstrated professional experience in project management with activities that include working with grants at the federal, state, or local level.

  • Working knowledge or experience with Federal Grants
  • Experience with reporting and reimbursements of Federal Grants
  • Experience with procurement and finance

CONDITIONS OF EMPLOYMENT 

  • Designated Critical. Required to report without delay or interruption to provide essential or emergency services to ensure health, safety and welfare. 
  • A valid driver's license required. This position may be required to travel using a state vehicle across the state. 
  • Requires successful completion of an extensive background investigation including reference checks, a polygraph examination, and fingerprint based criminal background check.
