General Description:

This position's primary purpose is to acquire, organize, provide access to, and maintain the MTAS Library collection of materials including books, magazines/journals, audiovisual materials, and MTAS-produced materials (reports, studies, surveys, legal opinions, etc.) These materials are available to city officials and stakeholders via the web.

This position also exists to provide reference services to customers including surveys and research. This position also provides instruction on the use of library and related information resources to internal and external customers as needed.

Duties and Responsibilities:

Collection Building and Maintenance:

  • Receives and assesses MTAS work products for appropriateness to be added to the library databases. This responsibility includes working with material authors to insure appropriate classification of items in the databases and in the print collection.
  • Works with authors to ensure appropriate availability of materials.
  • Stays current in assigned subject areas relative to municipal government to identify and recommend appropriate materials to be added to the print and electronic collections.
  • Catalogs and classifies materials after receiving and analyzing content.
  • Manages the controlled vocabularies in use for electronic and print collections including deciding when to change terms used in the vocabulary and then implementing the updates.
  • Oversees the physical processing of new materials including covering, labeling, barcoding and generally preparing materials for customer use and circulation.
  • Works with vendor to solve library systems issues that arise daily.
  • Stays current regarding and recommends software solutions as needed to keep library technical services current and efficient.
  • Coordinates agency-wide, regularly schedules reviews of print and electronic collections involving MTAS subject matter experts.
  • Manages serial and periodical collections including deciding and implementing retention schedules for periodical collection, maintaining physical condition of print collection, working with periodical subscription service and others to resolve missing or late issues, and reviews renewal invoices for subscriptions. 
  • Produces and delivers reports as needed on items added to collections to build awareness of collection content and encourage staff to submit materials.

Reference:

  • Receives information inquiries from the following constituents: MTAS staff, Tennessee municipalities, state offices, and other MTAS stakeholders.
  • Analyzes the information inquiries and determines the best way to meet the needs of the customer.
  • Responds to the customer and works with customer to make sure information meets their needs.
  • May conduct with surveys for internal and external customers to meet information needs.

Resource Training and Instruction:

  • Plans, develops, and delivers training sessions to MTAS staff and customers on the use of MTAS information resources according to collaboratively set strategic goals for library instruction.

Agency social media management:

  • Monitors municipal-related social media outlets for related content and posts located information on the agency social media outlets throughout the week to encourage engagement with MTAS on social media.
  • Plans the social media calendar for the year.
  • Works with designers to create image content which ensures MTAS brand recognition and agency professionalism on MTAS social media platforms.
  • Solicits social media content from MTAS staff based on agency activities throughout the year, develops and posts that content within established guidelines.
  • Engages with social media visitors as needed to maintain active presence on platforms. Refers questionable engagement to more senior staff for assistance in planning response.
  • Monitors and regularly reports analytics on the use of the agency social media outlets for the use of institute and agency leadership.

Qualifications

Required Qualifications:

Education: 

Master’s Required, Library Science, Political Science, Computer/Info. Science, or related field

Experience: 

Requires at least 3 years progressively responsible experience in adding materials with prescribed, standardized data descriptors to a library management system (or similar database) in an information/library/research center or related setting. At least two years of managing a periodical subscription service in a library or related setting. May require infrequent travel.

Skills:

  • Knowledge of managing resources in an integrated library management system and the functionality of such systems.
  • Knowledge of and ability to fluently use multiple information resource formats, including online databases, in-house databases, resources provided by UT campus libraries, resources in city halls, state offices, and any other information center that offers information on local government related matters.
  • Demonstrated high level skills with all Microsoft Office applications, video communication tools (such as Skype or Zoom), currently available internet browsers.
  • Demonstrated skills with and in-depth use of currently available social media tools.
  • Ability to effectively respond to requests for assistance in a friendly, professional, and timely manner.
  • Ability to assist in resolving problems pertaining to library policies, practices, and procedures.
  • Ability to effectively set priorities in line with established strategic plans and to meet goals for unit and department.
