Project Summary:

The purpose of Afghanistan Monitoring, Evaluation, and Learning Activity (AMELA) is to provide monitoring, evaluation, and learning support services/assistance to strengthen the implementation of USAID development programs in Afghanistan, and to build the technical M&E knowledge and skills of USAID/Afghanistan Mission staff and stakeholders. The services provided under AMELA will contribute to supporting USAID/Afghanistan as an effective development organization with strong learning and adaptive management processes.

Position Summary:

The Local Partner Landscape Assessment Team Lead will be responsible for the overall production and delivery of the Local Partner Landscape Assessment, including drafting and packaging the deliverables in conjunction with AMELA management. The Lead will prepare the final report and, after incorporating USAID/Afghanistan staff comments, submit the final report to USAID/Afghanistan within the prescribed timeline. The estimated level of effort for this position is up to 70 days.

Responsibilities:

  • Coordinate and manage the delivery of a high-quality Local Partners Landscape Assessment according to the requirements set out in the SOW.
  • Provide technical leadership throughout the assessment process.
  • Prepare the draft and final reports.
  • Prepare final presentation of assessment results to be presented to USAID.
  • Provide technical guidance to the staff, consultants, and other partners brought on board to support this activity under the AMELA contract.
  • Facilitate, participate in, and contribute to technical and coordination meetings, workshops, learning platforms, capacity building exercises, and other events.
  • Assist AMELA staff as needed in project management.

Qualifications:

  • Master's degree in the relevant field or any area of international development is required.
  • Minimum 10 years of experience producing assessments for USAID, with significant expertise in Organizational Capacity Assessments (OCA) and organizational capacity building, is required.
  • Experience with Non-U.S. Organization Pre-award Survey (NUPAS) is desirable. 
  • Experience working in Afghanistan is highly preferred. 
  • Experience delivering high-quality evaluation reports to USAID and other donors. 
  • Strong written and oral communication skills in English required.
